Please provide records of the process by which Opinion Research Services were contracted to conduct surveys as part of work regarding your county council becoming a unitary authority.

Specifically:

1. What was the procurement process - eg, Framework? Three quotes? Single award?

2. What was the brief, or requirements and how did they respond?

3. On what basis was their successful selection determined - eg, value for money, experience with unitary surveys, strength of previous work with your council?

4. Was the work contracted to Opinion Research Services part of a larger project?
