Thank you for your request which has been dealt with under the Freedom of
Information Act 2000 (FOIA). You requested the following information:

Response

Please find attached a spreadsheet which details information on overseas
trips taken by Council Officers and Members over the last 24 months.

 

Please note that the attached spreadsheet includes redactions. The Council
only discloses names of Senior Managers, Directors and Chief Executive.
This is due to the senior nature of these posts, their significant level
of personal judgement and their individual responsibility on behalf of the
Council. All other names are considered third party personal data and the
exemption at section 40(2) of the FOIA is engaged.

 

Section 40(2) provides that personal data about third parties is exempt
information if one of the conditions set out in section 40(3) is
satisfied.  Under the FOI Act, we feel that disclosure of this information
would breach the fair processing principle contained in the Data
Protection Act (DPA), where it would be unfair to that person/is
confidential.

I can confirm that Scarborough Borough Council does not have a corporate
policy regarding overseas trips. Overseas trips are taken by Officers and
Members where it is deemed necessary for the purpose of the business of
the Council. All overseas trips are authorised by a Manager, Director or
the Chief Executive.

 

As you may be aware, the FOI Act provides a right of access to recorded
information held by a public authority. It does not require that a public
authority provide views, or create information for the purposes of
answering a request. Depending on the purpose of the trip, the Officer or
Member will verbally report back to their Senior Manager, Director or the
Chief Executive on their trip.

 

I can confirm that we do not hold any recorded information in the form of
reports, minutes, decisions etc relating to the approval or reporting back
of the overseas trips taken in the last 24 months.

 

Review

If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of our decision,
you should write to the Freedom of Information Officer, Legal and Support
