The University believes that compliance with your request would exceed the
appropriate costs limit under section 12(1) of the Freedom of Information
Act 2000.

Section 12(1) of the Freedom of Information Act states that a public
authority is not obliged to comply with a request for information if the
authority estimates that the cost of complying with the request would
exceed the appropriate limit.  This is currently £450, which equates to 18
hours of staff time calculated at £25 an hour as set out in the Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004.

Predicted grades and GCSE results are not a standard field on the UCAS
form; it is freestanding text box, which can be filled in however an
applicant chooses. Therefore, as applicants write the information in
different formats (and some do not fill it in at all) the information on
predicted grades and GCSE results are not stored as a field within the
University’s student records systems (SITS). This means that the
University would need to retrieve each individual application form and
manually extract the information to make it intelligible.

The University made 1,360 offers for the M100 course in the 2019/20 entry
cycle therefore to manually extract the information requested from this
number of application forms would exceed the appropriate costs limit.

The University is under an obligation to offer advice and assistance on
what could reasonably be provided within the appropriate costs limit, with
that in mind, the University can recommend that the requested information
may be reasonably accessible elsewhere.

Section 21(1) of the Freedom of Information Act 2000 states that
“information which is reasonably accessible to the applicant otherwise
than under section 1 is exempt information”. UCAS operates a charged for
analytical service, EXACT, which enables the exploration of undergraduate
admissions data covering over 110 variables such as number of applicants,
applications, offers, replies, and acceptances.  Data from EXACT is
aggregated and anonymised and can be supplied in a number of different
formats. This service can be accessed via the following link:
[1]https://www.ucas.com/corporate/data-and-...

Section 21(2)(a) states that information may be regarded as reasonably
accessible to the applicant “even though it is accessible only on
payment”, the information requested can be reasonably accessed via UCAS’
analytical service, EXACT, and the University has provided a link to
enable you to access that service.

If you are dissatisfied with the way in which your request has been
handled you can request an internal review within one month of our
response and, in the first instance, you are advised to follow the
procedure outlined here:
[2]http://www2.warwick.ac.uk/services/legal...

If you remain dissatisfied with how your request has been handled, you
have a right to appeal to the Information Commissioner at: The Information
Commissioner’s Office, Wycliffe House, Walter Lane, Wilmslow, Cheshire,
SK9 5AF (0303 123 1113) ([3]https://ico.org.uk/) There is no charge for
making an appeal.

Yours sincerely,

Ian Rowley
