Thanks you for adhering to the FOI response timescale and guidance given to me.
Whilst i can fully understand it may be possible to identify
individuals by postcode point, i do not think it is possible to identify individuals by postal sector and therefore would like to request an internal review. Just to clarify for your information postal sector would be, for example, N11 1 or IV19 8 or SO23 1.
If your internal review panel decide against this decision then i propose the data be supplied at Output Area level.

You will be aware that the information you requested was provided by what we term ‘postal district’. That is, SA1 or SA6.
In order to effectively conduct the review, please clarify (and provide examples where possible) what you mean by:
'output area level'
It is understood that 'postal sector' is to be SA1 6 or SA6 1 but if our understanding is incorrect then please let us know.

Thanks for commencing the internal review. The data supplied is by postal district and not as per my original request by postal sector or postcode point.
The request to provide the data by postcode point, your organisation feels may breach Data Protection or Copyright regulations. Therefore i had requested the data at either postal sector or Output Area level, where i believe it does not breach either of these regulations.
There are approx 11,598 postal sectors within the UK.
Additionally if the data is not available at postal sector level, then i would like the data at Output Area level of which there are c.220,000 of these within the UK.

Suggest the internal review request the data through your Geographical Information team who can advise further on postal or output area geography.
Thank you for your response of 31 March and for the link to the ‘Postal Geography’ used by the Office for National Statistics (ONS).
However, you have not answered the questions raised. That is, what do you mean by postcode point and output area level. While the link you provided was useful, it does not provide a definition or an example for these two phrases. Again, please clarify with examples what you mean by those phrases as the DVLA does not have a ‘Geographical Information team’.
You say in your latest correspondence that your original request was for information “by postal sector or postcode point” but you actually asked for postcode point only. You did not provide the alternative. Your original request (at the start of this thread) clearly states that you wanted the information by postcode point only. It has been noted since you made your request for an Internal Review that you left an annotation on the thread on 22 February stating “Vehicle Ownership by Postcode” and gave no reason why you left that annotation. The DVLA would not have been aware of you making that annotation. A request for information by “Vehicle Ownership by Postcode” has not been submitted to DVLA.
It is noted that you have now asked for information by output area level if information is not available at postal sector level. As this is not what you asked for originally, this appears to be a new request. Could you please clarify if your correspondence of 31 March is a new request and explain what you mean by output area level as the link to the ONS website does not explain what is meant by that phrase.

In response to your latest correspondence:
1). Postcode point is meant by the actual full postcode of the vehicle owner ie. SA1 1AA, CF62 1DB. Each postcode point typically is allocated for 50 households.
2). Output Area is the lowest classification by which statistics are published. These areas are created by the Office of National Statistics.
The request to provide the data at Output Area level was simply a means of helping you out with this request if you had a GIS team, however from your response it is now clear to me that the DVLA does not have a GIS team.
Lastly, the original request was to supply the data at postcode point level which was deemed to constitute grounds for breach of Data Protection and Copyright. This was the reason why i clarified my request to supply the data at postal sector. However this was also deemed to be in breach of the same regulations.
DVLA must hold the data at postcode point as this is captured for all vehicle ownership records (as stated on V5 documents) and are required for DVLA to send out correspondence to the vehicle owners.
