I am writing to request an internal review of British Broadcasting Corporation's handling of my FOI request 'Number of TV licences in the Channel Islands'.
The BBC admits that it holds the information requested.
It purports to rely on an exemption in the law.

I understand that it alleges that the information requested would it would provide information of use to those seeking to evade and/or assist others in evading paying the licence fee.

The BBC does not say how the information requested would provide information of use to those seeking to evade payment of the licence fee, and it is hard to imagine why the BBC might think this.

Accurate publication of such statistics as are requested, would, on the contrary, act to enhance payment of the licence fee.
It would show whether particular postcode areas (GY and JE( have above-average or below-average takeup of the licence.

And furthermore, it must always be remembered, in any event, that the fact an address or postcode does not have a licence does not mean that licence evasion is taking place - the address concerned may be non-residential, or it may be a residential address where no licence is required.

Accordingly, it is submitted, the purported reason for refusal is nonsensical and invalid. It is requested that following an internal review, the information be supplied as the law requires.
