Dear High Speed Two (HS2) Limited,

I would like to know how many home owners have been forced to move out of their house due to HS2 being built near their homes?

Of that total number, how many residents who have had to sell their homes, live outside the 60m boundary given by the government for payouts? (full house value plus 10%)

Yours faithfully,

Rachel Flynn

Dear Ms Flynn,

Thank you for your email.  We have treated this as a request under the
Freedom of Information Act 2000 and have answered your questions below.

I would like to know how many home owners have been forced to move out of
their house due to HS2 being built near their homes?

Of that total number, how many residents who have had to sell their homes,
live outside the 60m boundary given by the government for payouts? (full
house value plus 10%)

By ‘forced to move out of their house’ we understand you to be asking how
many home owners have had their properties compulsorily purchased as a
result of HS2.  Please be advised that ordinarily we would not hold this
information as we record the number of properties purchased, and not the
number of residents who move.  However in this case the answer to both
questions is nil as no properties have been compulsorily purchased for
HS2.  Until the High Speed Rail (London to the West Midlands) Bill passes
through Parliament and receives Royal Assent, HS2 Ltd does not have
authority to compulsorily purchase any properties.

If you would like to see which properties have been purchased under our
current compensation schemes (which are not compulsory purchase) please
see the central list of Government properties which is available at the
following link:
[1]http://data.gov.uk/dataset/epims/resourc...

To view the full information please click the ‘Download’ button and select
‘Save’.  You should then be able to open this as an Excel file which
provides the full address of properties owned by the DfT, including those
purchased for HS2.  Properties purchased for HS2 are identified by the
label ‘DfT - High Speed Two’ in Column C (you may need to expand this
column to see this properly).  Using this information you should be able
to locate properties which have been purchased for HS2 and determine their
distance from the line. For all previous publications and to check for
regular updates to this list please see the following link:
[2]http://data.gov.uk/dataset/epims.

For more information on our current schemes please see the following
section of our website:

If you are unhappy with the way we have handled your request or with the
decisions made in relation to your request, you may complain in writing to
HS2 Ltd at the above address. Please also see attached details of HS2
Ltd’s complaints procedure and your right to complain to the Information
Commissioner.

Please remember to quote reference number FOI14-1198 in any future
communication relating to this request.

HS2L's response assumes that the enquirer asked a question different from the question she actually asked, so she should ask them again to answer her question. Referring her to a 9MB document and expecting her to seek out the answer to her question, is not answering the question.
