Number of EU students with SLC funding

I am writing to request information under the Freedom of Information Act 2000.

I would like to know the number of undergraduate EU students with approved application for Student Loan for each academic year 2015/2016, 2016/2017, 2017/2018, 2018/2019 and 2019/2020 broken down by EU residency they provided when applying.

I would like to see the data broken down also by areas (England, Northern Ireland and Wales).

If any of this information is already in the public domain, please can you direct me to it with page reference and URL if necessary.

to check if you are seeking a "application residency" only breakdown,
split by England, Wales and Northern Ireland, or an "application
residency" breakdown by nationality as well as the England, Wales and
Northern Ireland split.  If the latter, with the residency and nationality
breakdown, the results will result in most figures being redacted due to
their disclosive nature.

Thank you for your email of 14th April 2020.

The data that you originally requested was as follows:

"I would like to know the number of undergraduate EU students with
approved application for Student Loan for each academic year 2015/2016,
2016/2017, 2017/2018, 2018/2019 and 2019/2020 broken down by EU residency
they provided when applying.

I would like to see the data broken down also by areas (England, Northern
Ireland and Wales)."

Nationality was not an original part of your request - residency of
application and UK domicile were the splits requested.  The purpose of our
email of 9th April was to clarify your exact requirements as our Data
Services Team had included a nationality breakdown in their data results
(as well as the residency of application and UK domicile split), and your
email of 14th April 2020 effectively changes what you have asked in terms
of breakdown.  

Under regulation 5(2) of the Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004 requests can be aggregated
where (a) the two or more requests relate, to any extent to the same or
similar information, and (b) those requests are received by the public
authority within any period of sixty consecutive working days.  As your
requests are effectively asking for the same data by different breakdowns,
the time to produce these can be aggregated, and to produce yet a further
breakdown is pushing the time spent to exceed the appropriate costs limit
applicable to SLC.  We have the data by residency of application, with a
nationality breakdown (as well as the totals which increases the numbers
disclosed) as well as by the original UK domicile split requested - to
spend further time to create a further dataset is not considered feasible
given that the statutory deadline for responding to your request is next
week, and so we are proposing to finalise your response based on the data
that has been collated for your latest request.  If there's any further
breakdowns you require once you have received the latest data, please bear
n mind the provisions of regulation 5(2) of the 2004 Regulations referred
to above.

I refer to your recent email dated 23^rd March 2020 requesting the
following information under the Freedom of Information Act 2000 (“FOIA”):

“I would like to know the number of undergraduate EU students with
approved application for Student Loan for each academic year 2015/2016,
2016/2017, 2017/2018, 2018/2019 and 2019/2020 broken down by EU residency
they provided when applying.

I would like to see the data broken down also by areas (England, Northern

Subsequent correspondence has revised the above requirements to include a
nationality breakdown.

Response

Please find attached the data that you have requested.  We have also
included combined domicile results as there were some low numbers
particularly for Wales and Northern Ireland.  Please refer to the notes
and caveats associated with the data that are included in the commentary
box on the title page and at the top of each table on the individual
result pages.  

We would also like to take this opportunity to highlight the provisions of
regulation 5(2) of the Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004 requests can be aggregated
where (a) the two or more requests relate, to any extent to the same or
similar information, and (b) those requests are received by the public
authority within any period of sixty consecutive working days.  This is
the third request submitted since the start of March 2020 asking for the
same data (EU approved applications) by different breakdowns.  The time to
produce these can be aggregated under the provisions of regulation 5(2) of
the 2004 Regulations referred to above, and we would ask you to bear this
in mind if you are considering submitting any further requests for further
breakdowns of EU approved applications data in the near future.

Internal review process

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review.

Internal review requests should be submitted within two months of the date
of receipt of the response to your original request and should be
