Number of EU students

We're waiting for Tereza Tomanova to read a recent response and update the status.

Dear University of Reading,

I am writing to request information under the Freedom of Information Act 2000.

I would like to know:

a) the number of EU students enrolled at your University for each academic year 2015/2016, 2016/2017, 2017/2018, 2018/2019 and 2019/2020.

b) if possible - the number of EU students having their tuition fees paid by Student Loans Company each academic year 2015/2016, 2016/2017, 2017/2018, 2018/2019 and 2019/2020.

If any of this information is already in the public domain, please can you direct me to it with page reference and URL if necessary.

I would like the above information to be provided to me as electronic copies.

We can confirm that we do hold the information. Technically, in respect of
2015/2016, 2016/2017, 2017/2018, 2018/2019 this is exempt information on
the basis of the following FOIA exemptions: s.21 - information accessible
to applicant by other means.

Amounts paid by way of tuition fees by Higher Education Providers can be
found in the supplementary tables to the Student Support for Higher
Education Statistical Publications.

Open the supplementary tables for the specific academic year. You will
then be able to filter EU and then HEP. 

For years 2017/18 and 2018/19 data can be found in the supplementary

Data in respect of 2019/20 is exempt information under s22(1)(a)(b)(c) if
the information is held by the public authority with a view to its
publication, by the authority or any other person, at some future date
(whether determined or not).

This exemption is qualified and class-based and, as such, I am required to
apply the public interest test.  Since there is already a pre-existing
intention to publish this information at the webpage linked to above, when
the academic year is complete, the public interest test and factors
favouring disclosure and non-disclosure are linked to timing of
publication and not to the actual information itself. With regard to the
timing of this disclosure we acknowledge that there is a public interest
in openness and transparency about the number of EU students who had their
tuition fees paid by the Student Loans Company. We also consider there to
be benefits to ensuring that this information is published once audited
and verified. In this instance we are of the view that there is more
detriment to publishing this information ahead of the set publication data
and so the public interest test tips in favour of not providing this
information at this time.
