Dear FOI .,

Thank you for the information provided

On the assumption that costings the Council's accounts department cannot generate a cost analysis for specific case by case basis and the absence of an accessible individual case cost analysis file, there should be a general categorised cost accountancy record in order that effective budgetary management and allocation and skill set adaptability can be implemented. With that in mind would you please supply the categorised costs for the period in relation to the information supplied.

If you require any further clarification, please do not hesitate to contact me

Yours sincerely,

M Doyle

Dear Hillingdon Borough Council,

The document on the whatdotheyknow.com site that was sent by Mr Egan on the 20th December 2018 has been located on the site. In this case Mr Egan's response to this request and myself was sent to the wrong email address which probably arose from a typo as it has appeared on a request raised HM Passport Office relating to a diversity.

https://www.whatdotheyknow.com/request/h...

Each FOI request raised through whatdotheyknow.com has a unique email address and it is important that it be sent as a reply in order to avoid such mistakes.

Yours faithfully,

M Doyle

Dear Rukhsana Hussain,

FOI number 7068477.

Just to avoid confusion, it appears from the result that Mr Egan's email was sent to the wrong email address within the domain on the 20th December rendering proof of sending moot.

The fact that it subsequently appeared on a webpage relating to another person's request with another authority indicates a error on Hillingdon's behalf. It was only traced due to the fact that unlike the hillingdon.gov.uk site, documents are far easier to locate on whatdotheyknow.com, especially if you have the filename and it is identical to that which was sent, which you supplied on the 6th March. If this information were not available then the only route of tracing would be the recipient email address which only the administrators of the site can access directly which would have to be supplied by yourselves.

The fact that I had the filename simplified the task and if you don't believe me just copy the below line as is into google search it should come back with a single hit, that is until the databases is updated in which the copy you sent on the 6th will appear in the list.

"scan 85.pdf" site:whatdotheyknow.com

However, the fact that basic redress in the form of simple apology, something that would be a normal course of action under the circumstances, is not forthcoming, is of no real surprise to me. After all no matter the size of the mistake, an apology is equal to acceptance of an error being made to which remedy would be the correct course. This reasonably expected level of redress is something which appears to be a corporate anathema in the London Borough of Hillingdon, even at the most basic of things and something which is a primary characteristic of an inept politician and something already displayed by executive officers.

Sometimes people can become defined by the practices, actions of the body and superiors they work for rather than their own character and integrity. So please understand that my issue is with historic and ongoing practices rather than you personally.

Yours sincerely,

M Doyle
