Dear Mr Buckley,

I write in response to your email of 10 March 2016 in which you submitted
an information request to the ICO. Your request has been dealt with in
accordance with the Freedom of Information Act 2000 (FOIA) and our
response is below.
 
Your request
 
In your 10 March email you asked;
 
“To ask the Information Commissioners Office for the number of complaints
lodged against each Assembly Department in Northern Ireland by year since
2011.”
 
Our response
 
Please see attached csv data set containing the requested information. We
have used the names of each Northern Ireland Assembly (NIA) department
listed on the NIA website here

to search our records. 
 
The csv document lists our completed casework in respect of Data
Protection Act 1998 (DPA) concerns reported to us as well as complaints
about compliance with the FOIA and Environmental Information Regulations
(EIR). The information provided covers the period 1 April 2012 to 10 March
2016 (the date of your request). We no longer hold this information about
older cases as this has been deleted in line with our retention
schedule.  
 
We have extracted this data from our electronic casework management system
to enable us to respond to your request. We predominantly use this system
to track and progress individual cases. We don’t use this data in
isolation to decide whether regulatory action is appropriate in any
particular case, but we might use it to help identify potential trends or
to see the size and progress of our caseload. The data provided reflects
the data on the date it was extracted and can be subject to change over
time.
 
Some cases may have more than one outcome, for example where we are given
additional evidence which requires us to reopen a case and revise our
view. However, all outcomes are recorded as related activities on a single
case. You will see that where this has occurred, the duplicate case
reference numbers are shown grouped together and in date order so that you
can identify which is the final outcome.
 
You will see for each case we have provided you the individual case
reference number, the legislation concerned, the date the case was closed,
the relevant NIA department the case related to and finally the case
outcome.
 
I have also attached to this email a list and brief description of the
case outcomes we use for our casework as this may be helpful to you. It is
important to be aware that we changed these outcomes in April 2014 so both
our current and previous outcomes are included.
 
This concludes our response to your request. I hope that the information
provided is helpful.
 
Next steps
 
If you are dissatisfied with the response you have received and wish to
request a review of our decision or make a complaint about how your
request has been handled you should write to the Information Access team
at the address below or e-mail [2][ICO request email].

Your request for internal review should be submitted to us within 40
working days of receipt by you of this response. Any such request received
after this time will only be considered at the discretion of the
Commissioner.
 
If having exhausted the review process you are not content that your
request or review has been dealt with correctly, you have a further right
of appeal to this office in our capacity as the statutory complaint
handler under the legislation.  To make such an application, please visit
the ‘Concerns’ section of our website to make a Freedom of Information Act
or Environmental Information Regulations complaint online.
