Number of bins removed

Please could you tell me the following:

1) How many bins (by type) have been removed in the borough annually over the past six years?

2) Can you also provide a list of the locations of all the removed bins, the date removed and the reason for removal.

3) The number of street cleaners in the borough annually for the same time period.

I would prefer to receive this information electronically.

If one part of this request can be answered sooner than others, please send that information first followed by any subsequent data.

If FOI requests of a similar nature have already been asked could you please include your responses to those requests.

Thank you for your request for information received 23^rd November 2011.

 

Please find below our response to your request.

 

1.)How many bins (by type) have been removed in the borough annually over
the past six years?

 

I am afraid the Council does not hold this information.  However we can
say that when the current waste management contract began in April 2005,
we listed 676 litterbin locations in the service specification.  Our last
survey, in 2010, counted 455 litterbin locations. 

 

2) Can you also provide a list of the locations of all the removed bins,
the date removed and the reason for removal.

 

I enclose a copy of the list of the 676 litterbin locations in 2005, and a
list of the 455 locations in 2010.  The Council does not hold information
on the date or reason for removal in each individual case.  I can say,
though, that the reasons for removal typically include streetscape
redesign (eg Fulham Road) and persistent abuse (for example by businesses
dumping commercial waste). 

 

3) The number of street cleaners in the borough annually for the same time
period.

 

Street cleansing services are provided to the Council under contract by
SITA UK Ltd.  The contract is based on an output specification rather than
on prescribed inputs by the contractor.  The contractor has maintained a
street cleansing workforce of just under 200 over the period in question. 

 

Mr Ramage, who is currently our Director for Waste Management, Culture,
and Leisure recalls an interesting discussion with you some years ago
while the waste management specification was being assembled.  He would be
happy to talk to you once more about the ‘science’ of litterbins.  You may
be surprised to hear that we have found that litterbins do not necessarily
help reduce the amount of litter, at least on our principal shopping
streets.
