Number of Arrests
Dear South Wales Police,
I was wondering if you could tell me the number arrests your force made to persons for the offence of being drunk in a public place in the years 2011,2012,2013 and to-date in 2014; the number of fixed penalty notices that were issued for same offence instead of persons being arrested; the number of these fixed penalty notices that have been paid, yet to be paid or under appeal in each of these years.

Dear Ms Smith,
I write in relation to your request 338/14 requesting information on the
number arrests your force made to persons for the offence of being drunk
in a public place.
It is not possible to progress your request at this time, as clarification
is needed from you to enable us to locate the information you have asked
for.
In the second part of your request you asked for, “the number of these
fixed penalty notices that have been paid, yet to be paid or under appeal
in each of these years,” – can you please clarify what you mean by “under
appeal”?
In line with the Freedom of Information Act 2000 Section 10(6), the 20
working day timescale will be suspended until the required clarification
has been received, restarting on the date when the information is
received. If we do not receive clarification from you then your request
will be closed 20 working days from the date of this email.

Dear Ms Smith,
I write with reference to your request for information dated the 14^th
April 2014 concerning number of arrests for the offence of being drunk in
a public place.
In order that South Wales Police can consider whether Section 14(1)
(Vexatious request) of the Freedom of Information Act (FOI) is applicable
or not there is a requirement for us to seek confirmation of your
identity. The FOI Act requires an applicant to provide their real name and
therefore the onus is upon you to show that the name you have used is your
real name. There is guidance available via the Information
Commissioner’s Office website concerning the issue of providing a real
name and this guidance can be located at the below link. In addition,
could you let us know please why you require the information sought in
order that we can consider how we can assist under Section 16 of the FOI
Act and in order that South Wales Police can make a clear decision on the
seriousness or purpose of the request in relation to making a decision
under Section 14 of the FOI Act.
