Dear Office for Nuclear Regulation,

Upon examination of the most recent version of The Licence Condition Handbook (January 2016) I note that the "Standard Conditions" are inadequate for the licensing of a "Nuclear Waste Disposal Site" (A [deep] Geological Disposal Facility; "GDF") that would accept from the civilian nuclear industry: High-Level Radioactive Waste (probably Vitrified) and Intermediate Level Waste plus Spent Fuel and potentially Nuclear Material from current energy generators and Past / Legacy Activities and will accept for permanent disposal of Ministry of Defence Wastes (e.g from decommissioned submarines) and potentially from Nuclear Weapons. A GDF could potentially accept trans-frontier shipments of Radioactive Waste.

Such a site can be constructed upon the making of a Development Consent Order ("DCO") pursuant to The Planning Act 2008 (with other legislation). Any DCO would contain an Article that prescribes that: No Activities may commence until a Nuclear Site Licence has been awarded. (plus many other requirements have been fulfilled)

[Q] Can you disclose whether any Draft Licence Conditions (or a draft licence) have / has been created by The ONR to licence a GDF site when one or more are constructed and become operational subject to such a licence? And if so; please disclose.

Dear Office for Nuclear Regulation

Thank you for your reply by which you candidly acknowledge that the Office for Nuclear Regulation has not yet drafted any form of nuclear site licence suitable for the purposes of regulating a Geological Disposal Facility to be utilied for the permanent disposal of high level radioactive waste transported from other nuclear sites.

You further admit to having no idea when a suitable licence will be created.
