Please supply me with all recorded information under the Freedom of information Act 2000 concerning the following;

1. All/any allowance payments (of whatever kind) and/or all/any other payments claimed or paid to Sue Sim during the past 12 months, between December 2010 and up until this request is answered.

2. A list of all payment types used by Northumbria Police when paying its officers, its staff i.e those which would appear on a payslip (or payroll) and any payment types that may not.

3. Please supply all recorded information held by NP concerning following Chief officers;

(c) Non-additional days allowance/payments
(d) Rent and/or Mortgage allowance/payments
(e) Special allowance/payments
(f) Special fixed salary allowance/payments
(g) Extra responsibility award/payments

Dear Northumbria Police,

Under Freedom of Information Act 2000, help and assistance, I am asking NP to please explain which parts of above request, so far as NP are concerned, is regarded by them as be a request for Personal Information? Please supply explaination for each part of my above request.

This request relates to taxpayers monies and such information should be released to the public as a matter of course, unless that is Northumbria Police have something to hide. Furthermore, the information requested relates to both public figures and/or high profile Northumbria Police officers, it could not therefore be regarding as personal information.

Notwithstanding the above, Northumbria Police are breaching the FOIA in a number of ways i.e by not releasing all non-exempt information relating to this request, by not releasing such information within 20 working days, as they are required to do by law.

This request should have been dealt with within the 20 working days. In the meantime I am requesting that NP release all of the recorded information that I have requested, that which is non-exempt and that which can not be regarded as personal information.

Thank you for your email dated 12 December 2011 in which you made a
request for access to certain information which may be held by Northumbria
Police.

As you may be aware the purpose of the Act is to allow a general right of
access to information held by a Public Authority (including the Police),
subject to certain limitations and exemptions.
 
You asked:

Allowances & Payments

In response to your queries below -

1. No

2. & 3. I must advise you that you did not ask which officer was paid each
amount. Your request asked for "all payments, rates/allowances that are
paid to above persons" - This was provided to you specifically in a manner
that would not identify individuals and therefore would not attract
exemptions under the Act.

To further consider the amounts paid to each officer in an individual
named manner would be likely to attract the exemption as outlined in
section 40 of the Act (Personal Information).

Under the Audit Account Regulations, salary details for all staff are
discloseable when that staff member earns over £50,00 per year. There is
however, no requirement to disclose names of staff that earn under £150,00
per year. Therefore whilst job titles have been provided, there is no
requirement to provide names of officers.

Whilst the internal review process remains open to you, having answered
your further queries Northumbria Police now consider this matter closed.
