Dear Northamptonshire County Council,

Please send me details for Northants Warm Homes scheme

The drafted policy and guidelines and operating procedure of the Northants Warm Homes scheme as drawn up, and documents detailing its purpose and how membership of borough councils should operate it and how the scheme is to operate and help to give if a member borough. What is purpose drafted and help scheme is set up members to give.

Please send any minutes meetings for the scheme, and any updates/bulletins to the member councils or public publicity for the scheme and reports/audits of how the scheme is working, how many people helped by borough council, in particular report on South Northants membership and help they given and giving under scheme

Further to your request below.

The service area have provided us with the following information

Northants Warm Homes was a collaboration between the eight
Northamptonshire district, borough, and county, councils and aims to help
residents of Northamptonshire to reduce their energy bills, reduce fuel
poverty and lower their carbon emissions. It is not a scheme, and from our
perspective we are not aware of any policy, guidelines or operating
procedure or documentation. The County Council isn’t responsible for
management, funding, or a plan, just general support and assistance as
requested to our borough and district colleagues. The Council believes
Northants Warm Homes was formed by mainly housing officers who shared
common concerns in this area.

As background, since the late 1990s, local borough and district councils
have been required to improve the energy efficiency of housing within
their areas.  The seven Northamptonshire district and borough councils
decided to work together to make these improvements and formed the
Northamptonshire Home Energy Efficiency Partnership (NHEEP) dedicated to
improving homes and reducing fuel poverty. The activity was later renamed
as Northants Warm Homes by group members in an effort to seek funding and
included Northamptonshire County Council as a member trying to facilitate
activity. The website is a legacy of these efforts. Over the years, the
group of housing officers has undertaken many projects across
Northamptonshire in partnership with fuel utilities, installers and public
sector bodies such as the NHS. These have included boiler replacement
schemes, renewable energy schemes and insulation schemes. We do not hold
any of the records and would recommend contacting individual borough and
district Councils for this information.

Northamptonshire County Council’s activity primarily in this area has
supported Northamptonshire Energy Saving Service (a fuel poverty
programme) by supporting and obtaining external grant funding. This
started by the Council successfully applying for funds in 2011/12 for
£47,784 for Northampton Borough Council from the Department of Health
under the Warm Homes Healthy People fund and later for £255,000 to support
a countywide scheme. Unfortunately, such funding subsequently ceased from
the Department for Health. However, in June 2018, the Council was awarded
a grant of £1,186,183, by Affordable Warmth Solutions (National Grid CIC)
to deliver a community and outreach project to address fuel poverty in the
county over the next three years.
