"Non-refund of tuition fees"

Dear Office of the Independent Adjudicator for Higher Education,
I kindly request you that my complain would be delivered to the concerned party in UK. November 2011, I applied to the London School of Business and Finance(LSBF) in Toronto for student visa. The Canadian High Visa Commission in London looked after my case and they refused my visa twice. February 2012, was the second time when my visa was refused.
I paid CAD$ 2281 for the first semester of the course ACCA full time. My student number is T10200982.
It is clearly mentioned in the Letter of Acceptance(LOA) that if the visa is refused, students will get refund of paid fees after deduction of CAD$200 administration charge. As per the requirements I submitted all the documents they asked for but I have't got my fees back. I emailed them, I called them many times but they are just ignoring my case. Now they don't response my emails and calls. I made calls to their head office in London as well but I did not get response either. I think LSBF Toronto is branch of LSBF London, so ultimately LSBF London should take the responsibilty of my issue.

I would be grateful if you could please deliver my message to the CEO of LSBF London as soon as possible. I look forward to hear from you. Thank you.

Yours faithfully,
Santosh Baniya

Enquiries, Office of the Independent Adjudicator for Higher Education

Dear Mr Baniya

Thank you for your e-mail dated 29 December 2012 . I am sorry for the delay in our response.

The OIA was established to independently review complaints from individual students affected by an act or omission of a university. Because we are an Independent Body we cannot offer students assistance in progressing their complaint/appeal within a university. Not all Universities and Colleges are members of our Scheme. I can confirm that the London School of Business and Finance is not a member of our Scheme and as such the OIA is unable to help you further.

You may want to seek advice about how best to proceed from UK Council for International Student Affairs (UKCISA) website: http://www.ukcisa.org.uk/ or your Students' Union. I hope this information is helpful to you.

Yours sincerely
