The Non-Domestic Energy Performance Certificate Register is only available to search by RRN. This is not a very accessible way to gain access to data held in a public register.

Under the Environmental Information Regulations 2004, please provide:

1) a "data dump" of the information stored in the Register's underlying database.

2) a list of all data fields and their definitions for this database

The information in this database is held by Landmark Information Group on behalf of the Department for Communities and Local Government, so for the purposes of the EIRs is held by DCLG.

Given that the underlying information being requested from this Register effectively relates to CO2 emissions, I'd like to bring to your attention EIR Regulation 12(9):

"To the extent that the environmental information to be disclosed relates to information on emissions, a public authority shall not be entitled to refuse to disclose that information under an exception referred to in paragraphs (5)(d) to (g)."

3) I would also like to make a separate request for Display Energy Certificate data (which I understand is also stored in a public Register), so would appreciate any advice and assistance you can provide about accessing this data. If this data is readily available to be combined with (1) and (2) above, please go ahead and provide the data.

I have significant programming experience in databases and data analysis, so can accommodate a wide range of file transfer mechanisms, or data-exchange formats. Please contact me if you want to agree how the requested information should be provided.

Many thanks for your mail of 24 February and apologies for the delay in replying.

You said the following:

"The Register Operator will have to extract the data from the Register, design and write the query, extract the information and quality assure the results.
The data will also have to be converted into a readable form. For this reason, the cost for
providing this data is likely to exceed the £600 limit. I will let you have a more accurate figure
in due course."

As I mentioned in my initial email, given my IT experience in programming databases and data analysis, you do not necessarily need to provide the data in a "readable" form - a simple Database Export may be quicker, and many enterprise-strength databases provide tools to do this. In addition you don't need to quality assure all entries!

I'd appreciate it very much if, when you carry out your more accurate estimate of costs, you could provide a detailed breakdown of these so we can agree whether all the activities proposed are necessary in order to provide the data requested.
