Unfortunately, we cannot identify the information you have requested from the details you have provided. To help us meet your request, could you please provide the following:

The Council do not own or operate any public car parks. Are you referring to car parks within council-owned premises such as schools, offices, depots, etc.? Does this relate to on-street parking rather than car parks? Please clarify which car parks you are referring to.

On receipt of these further details, we will respond to your request within 20 working days. Please note that the statutory 20 working day deadline for responding to your request does not start until we receive the requested clarification from you.

If we do not hear from you within 40 working days, we will assume that you are no longer seeking the information you have requested and we will take no further action.

the Freedom of Information (Scotland) Act 2002. Unfortunately, the Council
is only able to meet part of your request; this information is released to
you now.

 

You asked the following:

recorded of non-Blue Badge holders parking in disabled parking spots in
Council-owned car parks and the total amount of fines for these cases for
2018 and so far in 2019.

 

This request refers to car parks within council-owned premises such as
schools, offices, depots, etc. However, I would also be interested in the
same information for on-street parking as well.

 

Our Response:

 

In terms of car parks within council-owned premises such as schools,
offices, depots, etc., unfortunately we are unable to provide you with the
information requested because it is not held by the Council. 

We are not aware of any incidents of non-Blue Badge holders parking in
disabled parking spots in Council-owned car parks being recorded. The
number of cases is not recorded because, generally, when such an offence
is identified, the driver is contacted where possible and asked to move
their vehicle. If the offender is a staff member and the offence is
repeated, this would be escalated to their line manager. There are no
fines issued. Our Facilities Management team who look after the corporate
buildings of Waverley Court, City Chambers and Central Library, hold no
relevant records and the responsibility for managing car parks in schools
would lie with each Head Teacher. Again, these incidents will not be
consistently recorded. Similarly, there are no such records held at any of
the Council’s Waste / cleansing depots.

Please note that this letter constitutes a notice under section 17 of the
Freedom of Information (Scotland) Act 2002.

In terms of on-street parking, the City of Edinburgh Council enforces
on-street parking spaces where vehicles are parked in a Disabled Persons’
Parking Place (DPPP) without a valid Blue Badge. They are issued with
parking tickets for contravention code 40 (vehicle was parked in a
disabled parking place without displaying a valid disabled blue badge).

The records we hold for 2018 and 2019 are as follows:
