Noise nuisance complaint handling

Dear Sutton Housing Partnership,

I am writing to request information on how Sutton Housing Partnership (SHP) deals with noise nuisance complaints.

Can you please answer the following questions:

- How many noise nuisance complaints were made to SHP in 2013?
- How many noise nuisance complaints were made to SHP in 2014?
- How many times was the use of a sound recorder recommended in dealing with a complaint in 2014? How long on average did it take for a sound recorder to be provided in these cases?
- How many of the 2014 noise nuisance complaints were repeat complaints (similar complaints about the same residents had been previously received by SHP)?

Additionally, can you answer the following questions about SHP's internal procedures:

- What is your procedure for dealing with a request by a council tenant to instal hard flooring on a first floor flat (restricted as per item 4.4 of SHP's Tenant's Handbook)?
- What is your procedure for dealing with cases where hard flooring is installed on a first floor flat without your permission?
- What is your procedure for withdrawing permission for hard flooring due to noise nuisance complaints?

- How many noise nuisance complaints were made to SHP in 2013?

Noise nuisance is recorded as anti-social behaviour and we do not collate
data specific to noise.

 

- How many noise nuisance complaints were made to SHP in 2014?

Noise nuisance is recorded as anti-social behaviour and we do not collate
data specific to noise.

 

- How many times was the use of a sound recorder recommended in dealing
with a complaint in 2014? How long on average did it take for a sound
recorder to be provided in these cases?

There were 44 request for sound recording equipment in 2014.

The average length of time that residents were awaiting the installation
of sound recording equipment was 45 working days

 

 

- How many of the 2014 noise nuisance complaints were repeat complaints
(similar complaints about the same residents had been previously received
by SHP)?

Noise nuisance is recorded as anti-social behaviour and we do not collate
data specific to noise.

 

- What is your procedure for dealing with a request by a council tenant to
instal hard flooring on a first floor flat (restricted as per item 4.4 of
SHP's Tenant's Handbook)?

Section 4.8 of our tenancy conditions details as follows: ‘If you install
any type of floor covering which is laminate, wood, other artificial wood
floor coverings or ceramic tiles or if you want to have bare floorboards
within your home, you must receive our prior written permission. Whilst we
will not refuse permission unreasonably, we will only grant permission if
you live in a house which is detached, terraced on semi-detached. We will
not generally grant permission where you live in a flat or maisonette
other than if you are on the ground floor.

We may withdraw permission if at any time your floor coverings cause noise
nuisance to your neighbours, and you will be required to remove the
flooring and cover it with underlay and carpet.

 

- What is your procedure for dealing with cases where hard flooring is
installed on a first floor flat without your permission?

We would request removal of laminate flooring as this would be a breach of
the tenancy conditions

 

- What is your procedure for withdrawing permission for hard flooring due
to noise nuisance complaints?

As above
