With regards to the above I would like to request the following information.

1. How much is the capital cost of implementing this new system?
2. What are the annual revenue costs of running this new system?
3. How many non residents (excluding commercial) of South Ayrshire used South Ayrshire Recycling Centres in the last year
4. What was the cost to South Ayrshire Council of non residents (not commercial) using South Ayrshire Recycling Centres in the last year?

I am disappointed that you have failed to reply to my request within the statutory period allowed for by legislation.

According to the Scottish Information Commissioner such failure should be viewed as a refusal to provide information.

I requested:

1. How much is the capital cost of implementing this new system?

Dear Sir/Madam

Thank you for your email, I note that you are seeking a Review on the basis that the Council has failed to provide a response to you within statutory time scales. Please accept my apology for the delays, we are awaiting the information from the Council department that holds the information you have requested, and we have asked that they come back to us urgently. I have noted that the response should have been with you by close of business today, i.e. 19 August.

Can I please clarify that you wish to progress with a Review at this stage, and that your preference is not to wait for the information to be provided to allow a review to be undertaken that could also take into consideration application of any exemptions etc.

I am of course happy to undertake a Review at this stage should you wish to proceed with this, but if will of course mean that in the event you are dissatisfied with the response you receive the next stage will be for you to seek an investigation with the Scottish Information Commissioner if you are dissatisfied, and I will not be able to review any exemptions or redactions that may be applied.

I would be grateful to receive your clarification on how you wish to proceed.
