Dear FOI Team Mailbox,

Please note that other organisations we have contacted have accepted that it is perfectly reasonable to respond to a FOI request from hertsvalleyshospital.co.uk WITHOUT a specific name.

We would like to refer you to the full ICO guidance which you are not following https://ico.org.uk/for-organisations/gui...

"What makes a request valid?
To be valid under the Act, the request must:

....include the requester’s real name. The Act treats all requesters alike, so you should not normally seek to verify the requester’s identity. However, you may decide to check their identity if it is clear they are using a pseudonym or if there are legitimate grounds for refusing their request and you suspect they are trying to avoid this happening, for example because their request is vexatious or repeated. Remember that a request can be made in the name of an organisation, or by one person on behalf of another, such as a solicitor on behalf of a client;"

If you wish to continue to refuse this reasonable request from an organisation that has been collaborating with the local NHS trust and CCG, then please provide us with a reason for refusal and we will refer the matter to the ICO.
Yours sincerely,

HertsValleysHospital.co.uk

FOI Team Mailbox, Infrastructure and Projects Authority

Dear Herts Valley Hospital (.[1]co.uk)
Thank you for your email below.

We are aware of the ICO guidance on requester names.  It is generally our
usual practice to ask a requester to provide their name, not only to
provide assistance to a requester under section 16 of the FOI Act, but
also because certain elements of the FOI Act make explicit reference to
'the applicant' such as sections 21 and 40. For example, under section 40,
we need to determine if any personal information in scope of the request
is that of the requester or of a third party and so for these reasons it
is helpful to have the name of the requester to ensure we are complying
with our obligations under the FOI Act.

However, in this case we will process your request using "Herts Valley
Hospital" as the requester name and you will receive confirmation of your
case reference number shortly.

Yours sincerely

Cabinet Office FOI Team,

Our ref: FOI2021/17027

Dear Herts Valley Hospital,

Thank you for your request for information which was received on 12th
August. Your request is being handled under the terms of the Freedom of
Information Act 2000 ('the Act').

The Act requires that a response must be given promptly, and in any event
within 20 working days. We will therefore aim to reply at the latest by
10th September.

Please remember to quote the reference number above in any future
communications.

Yours sincerely,

Freedom of Information Team

Cabinet Office FOI Team,

Our ref: FOI2021/17027

Dear Herts Valley Hospital,

I am writing with regards to your request for information under the
Freedom of Information Act 2000, which was received on 12th August.

We have given consideration to your request and have concluded that we
require further clarification as to what you are requesting before we are
able to proceed.

Thank you for your request. We need some clarification please:

1. Does the report you refer to relate to a specific NHS Trust or Clinical
Commissioning Group (CCG)? Please can you identify which one if so.

2. Please could you be more specific about which report you are seeking,
as there may be more than one. For example, are you requesting the latest
report carried out by the Infrastructure & Projects Authority for the
specified Trust/CCG, all of the reports, or something else?

3. Similarly with the correspondence, are you seeking correspondence
relating to a specific report, or something else?

As you may appreciate, a public authority has 20 working days in which to
respond to a request for information. The effect of a public authority
seeking clarity from a requester about their request is to 'stop the
clock' on that 20 working day deadline. It will not be started again until
we are supplied with the further information which we require. In the
event that we do not hear from you we will assume that you do not wish to
proceed with your request.

Please remember to quote the reference number above in any future
communications.

Yours sincerely,

Freedom of Information Team

Dear Infrastructure and Projects Authority,

1. Does the report you refer to relate to a specific NHS Trust or Clinical
Commissioning Group (CCG)? Please can you identify which one if so.

The report refers to all of the "leading "pathfinder" New Hospital trust plans"

To enable you to identify it's origins precisely, please refer to this agenda of the meeting held by The Princess Alexander Hospital NHS Trust as follows :-
Public Meeting of the Public Meeting of the Board of Directors (held remotely due to COVID-19)
Date and time: Friday 11 June 2021
https://www.pah.nhs.uk/download.cfm?doc=...

Page 298 of the report contains a report as follows :-

REPORT TO THE BOARD FROM: New Hospital Committee (NHC)
REPORT FROM: Lance McCarthy (Committee Chair)
DATE OF COMMITTEE MEETING: 24.05.21 (Virtual Meeting)

"New Hospital Programme (NHP) Update: Members noted that the NHP had undertaken a deep dive review of the front runner trusts in the programme and a detailed report was now being prepared (on the Trust’s scheme) by the review team and would be shared with committee members once available. PAH
was the only Trust on the programme to have not received a red against any of the design criteria. The Committee was then taken through a presentation that set out the developing context of the new hospital programme and future requirement for repeatable design elements. It was agreed that the team should align the Trust’s OBC programme to the emerging new hospital programme’s timeline."

2. Please could you be more specific about which report you are seeking,
as there may be more than one. For example, are you requesting the latest
report carried out by the Infrastructure & Projects Authority for the
specified Trust/CCG, all of the reports, or something else?

We are requesting the information referred to as the "deep dive review", which covers all of the trusts
and
information referred to as "detailed report/s" for each of the schemes.

3. Similarly with the correspondence, are you seeking correspondence
relating to a specific report, or something else?

We are requesting correspondence referring to the so called "deep dive review" as well as the "detailed report" for each of the organisations involved including the treasury and the dept of health and social care..

Yours faithfully,
