Dear Ms Smith

Freedom of Information Request ENQ-357584-J6T1N0

I refer to your request for information dated 22 August 2019.

You asked for:

•       Has the tender for the new Class B appliances been put in yet?

Our response:

Not as yet, we are currently in the process of finalising the
specification before we go to market

•        if not could you please provice me with the possible options for
these pumps?

Our response:

What we can confirm at this time is that the intention is to go to market
for a vehicle that given its likely water carrying, equipment, stowage and
seating capacity will be classed as a Super Rescue Pumping Appliance. The
vehicle will likely be over 15 tonnes gross vehicle weight and will be
what is commonly referred to as a "Type B" Appliance.  In terms of
options, the specification will be "open" in terms of the chassis Cab
platform and whilst the equipment and stowage etc. is being reviewed as
part of the specification process, the configuration and capability of the
vehicle is unlikely to differ significantly to the "Type B" classification
of vehicles we currently operate.

If you are dissatisfied with our handling of your request you have the
right of appeal through the Council’s internal review procedure by setting
out the grounds of your appeal in writing to:

[email address]
or Information Compliance Team

An appeal should be submitted within 40 working days of the date of this
notice and should be identified as "FOI Appeal".

apply to the Information Commissioner under Section 50 of the Act for a

Dear Ms Smith

Freedom of Information Request ENQ-361307-S2T7B3

I refer to your request for information dated 30 August 2019.

You asked:-

•       New Class B appliances -  Is it possible for you to send me the
current  planned spec for these appliances, or whatever you are up to in
the planning??

Your request has been considered and is refused.  In accordance with the
Freedom of Information Act 2000 (the Act), this letter acts as a Refusal
Notice.

Exemption

Section 22(1) of the Act provides an exemption for release of information
if it is intended for future publication.

Reason why the exemption applies

The exemption applies for the following reasons:

The specification will be made available when the formal
tender/mini-competition process commences. Potential suppliers will be
invited to view the opportunity by logging on to the County Councils
E-tendering Website where the key documentation including the
specification will be hosted –

[1]https://in-tendhost.co.uk/norfolkcc/aspx...

The information was already held with a view to such publication at the
time when the request for information was made, and we believe it is
reasonable in all the circumstances that the information should be
withheld from disclosure.

Public Interest Test Reasons

The Council has considered whether the public interest is maintaining this
exemption is outweighed by the public interest in disclosure.

This Council has considered the following reasons in favour of disclosure:
•       Promoting accountability and transparency by public authorities
for decisions taken by them.
•       Promoting accountability and transparency in the spending of
public money.

Balanced against this are the following reasons against disclosure:
•       This information is scheduled to be published in the very near
future
•       To release this information now would involve diverting resources
unnecessarily.
•       To release this information now could result in the release of
inaccurate and misleading data.

If you are dissatisfied with our handling of your request you have the
right of appeal through the Council’s internal review procedure by setting
out the grounds of your appeal in writing to:
