Dear Peter,

Thank you for your request of the information on how much it cost to
produce Sasikia Pay's song and music video about the Future Generations
Commissioner for Wales.

Please find below our response to your request.

To promote sustainable development (the Commissioner’s duty) and to reach
new audiences and in particular young people, the Commissioner entered
into partnership with The Democracy Box project (led by
Omidaze Productions) in November 2021 to work together on sharing the
vision of the Well-being of Future Generations Act and to increase
awareness and participation amongst young people in democracy and
sustainable development, including through their involvement with culture
and the arts; and by developing a shared platform for young people to take
an active role in communicating the purpose and content of the Act to
other young people. 

 

The Well-being of Future Generations (Wales) Act 2015 is about improving
the social, economic, environmental and cultural well-being of Wales. Each
dimension of well-being is equally important by law and cultural
well-being is not as well understood or promoted as the other three
dimensions of well-being. This is why the Commissioner is focussing some
of her work on this. Involvement is also one of the five ways of working
set out in the Act, and the involvement of young people in applying the
Act is especially important since their futures are disproportionately
affected by the current decisions made under it.   

 

The Democracy Box project involves young people aged 16-26 from all around
Wales as paid co-creators to explore and develop new ways to explain the
basics of our democracy and inform and engage other young people and
everyone in our Welsh & UK democracy.  

 

Feedback from the public and from involvement conversations with
organisations in the ‘movement for change’ around the Act tell us that
there is still work to be done on raising awareness of the Act including
with (and by) young people. Continuing to do this awareness raising is
central to the work of the Commissioner. It also coincides with the core
mission of the Democracy Box project, to raise awareness amongst young
people of their democratic rights, how to make their voices heard and
their own role in influencing change, including how the Act fits into a
wider ecology of legislation, policy making and governance.  

 

Both organisations are committed to involving young people from deprived
socio-economic backgrounds, BAME communities as well as from across the
whole of Wales, including Welsh speaking people and those from rural
communities. This is enabling the co-creators to become champions /
ambassadors for the Well-being of Future Generations Act and work of the
Commissioner by working in collaboration with the Commissioner’s team and
wider networks. 

 

This video is one of three that have been produced by the
partnership between the Office of the Future Generations Commissioner and
The Democracy Box. It was written by and performed by one of over 30 young
people who are registered with The Democracy Box as Young Co-creators. 

 

As a young co-creator who has been with the Democracy Box project since
2020, the young person’s pilot track and idea for a series of music videos
to help explain the story of our UK democracy in 2020 was tested with
several focus groups of young people from all over Wales. Four were then
commissioned by [1]BBC Bitesize which in turn have gone on to be tested in
forums and focus/feedback groups with young people.  

 

In December 2021, Democracy Box ran a series of information and ideation
sessions with young people around the Act. Their most popular suggestions
to help other young people understand the Well-being of Future Generations
Act and raise awareness of it was through music. Research from Democracy
Box showed that the style of the BBC music previously produced by the
Democracy Box for BBC Bitesize has been well received and is particularly
popular with a primary school age demographic. Feedback received by
Democracy Box has included the need to create more content specifically
targeted at that age range. The collaboration therefore created three very
different music tracks with two tried and tested young co-creators and one
additional artist which we hoped would appeal to a wide cross section of
young people aged 7 up.  

We were very saddened when the young co-creator and author of one of the
videos asked that it was taken down following on from isolated negative
comments online.

The nature of this collaboration between the Commissioner and Democracy
Box is non-commercial and therefore much of the work of producing the
video was carried out as part of the core operational remit of the two
organisations involved. A price review showed that the production of 1
similar video commercially was at least £1.5K. 

 

In addition to representing great value for money, offering
young-people experience and work they can showcase and be proud of, the
relationships built with young co-creators at The Democracy Box will also
enable continued links between them and other work of the Commissioner as
they continue to be champions for democracy and the Well-being of Future
Generations Act in Wales.
