Misusing police resources (and position) to harass/stitch-up members of the public
Dear Staffordshire Police,
1) What measures are in place to prevent officers abusing their position by committing police resources to harass/stitch-up etc., members of the public who have got on the wrong side of officers serving with Staffordshire police, for example, by exposing corruption/misconduct?
2) What position of seniority would an officer serving with Staffordshire police need to hold for it to be feasible for him/her to be successful in carrying out this kind of abuse?

I kind of see your point about part of my request so i'll reword the second element. What level of seniority/rank would a police officer serving with the force need to hold to have the authority (if he/she so wished) to delegate subordinate police officers to carry out a regime of unwarranted harassment to an individual against whom the officer holds a grudge.

Dear Staffordshire Police,

I am writing to request an internal review of Staffordshire Police's handling of my FOI request 'Misusing police resources (and position) to harass/stitch-up members of the public'.
I have not made unfounded accusations against the force that such activity routinely takes place and actually forms part of official policy or procedure, in fact I have made no accusations that such activity routinely takes place and actually forms part of official policy or procedure.
I asked for the what level of seniority/rank a police officer serving with the force would need to hold to have the authority (if he/she so wished) to delegate subordinate police officers to carry out a regime of unwarranted harassment to an individual against whom the officer holds a grudge. This is not an accusation of any kind.
