Missed bin collections data

Response to this request is long overdue. By law, under all circumstances, Chelmsford City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Chelmsford City Council,

Under the Freedom Of Information Act I would like to request the following data:

- The number of missed bin collections in 2018, 2019 and 2020

- How many extra bin lorries had to be sent out to pick up bins missed during their routine collections in 2018, 2019, 2020

- The additional costs to the council resulting from missed bin collections in 2018, 2019 and 2020

- The average weekly and annual costs to the council of collecting domestic waste, as in the regular landfill waste, food waste and recycling created by homes which is collected by the council.

Dear Lauren,

 

Thank you for your information request received 29^th June 2020. This is
an acknowledgement of your request being received. Your request has been

Chelmsford City Council is making decisions each day to balance the needs
to maintain essential services and support those in most need, whilst
following public health guidance to protect the public and staff against
infection from coronavirus.

 

Due to the unprecedented circumstances we are facing during the
Coronavirus (COVID-19) pandemic, it may not be possible for us to meet our
usual standard of response to Freedom of Information Requests or within
the timescales stipulated. The Council will respond to your request as
soon as we are able.

Dear Lauren,

 

I am sending this email in response to your Freedom of Information Act
(2000) request reference IR 8142. Please use this reference in any
subsequent contact relating to this request.

Response

I can confirm that when missed residual black waste bins are reported they
are entered onto the Council’s system and are then checked:

 

•             To see if they are on the drivers daily report sheet as not
being presented by the resident

•             To see if they are on the drivers daily report sheet as
being overloaded

•             To see if they are on the drivers daily report sheet as the
resident presented two bins

 

Please note that any report run will include some of the above elements
which we are unable to differentiate as our system is not able to do this,
therefore the figures provided below may be for any of these reasons:  

 

2020 –full year’s figures not available as yet

2019 – 411 which equates to 7.90 per week                       

2018 – 393 which equates to 7.56 per week

2017 – 496  which equates to 9.5 per week.

 

There is no additional cost to the Council for this as any missed bins are
collected using existing resources, i.e. given back to the crew to
collect.

 

Furthermore, please see the below breakdown of costs for collecting
domestic waste:

 

Gross Annual Cost of collecting Residual Waste 2019/20                 
£2,695,734

 

Gross Annual Cost of collecting Food Waste  2019/20                      
£1,198,594

 

Gross Annual Cost of collecting dry recycling.

Right to Internal Review
