Thank you for your request for information, which was received on 23/04/2018. You requested, “Please can I have detailed minutes of the relevant meetings relating to the decisions to approve both Oatlands Infants into the Yorkshire Causeway Trust and Oatlands Juniors into the Red Kites Trust”. I have dealt with your request under the Freedom of Information Act 2000.

Below is a link to the published Headteacher board minutes for the meetings in which the decisions for the Oatlands schools were made. Headteacher boards (HTBs) are responsible for advising their Regional Schools Commissioner (RSC), contributing their local knowledge and professional expertise to help the RSC’s decision-making. This can involve assessing school performance data, reviewing the governance structure of a new multi-academy trust or challenging a school’s improvement plan. RSCs and HTBs also make use of local networks to gather information to support their decisions. Each HTB is made up of 4 to 8 members. HTB members are generally headteachers, former headteachers, trustees or business leaders. Local academy headteachers elect 4 members on each HTB. Each HTB member, no matter how they are appointed, has equal status.

Under section 21 of the Act, the Department is not required to provide information in response to a request if it is already reasonably accessible to you. The information you requested is available on the Department’s website, (https://assets.publishing.service.gov.uk...). This is the only information that the Department holds in relation to the decisions made for both Oatlands schools. If you do not have access to the Internet at home, you may be able to use facilities at your local public library. If you have any queries about this letter, please contact me. Please remember to quote the reference number above in any future communications.

If you are unhappy with the way your request has been handled, you should make a complaint to the Department by writing to me within two calendar months of the date of this letter. Your complaint will be considered by an independent review panel, which were not involved in the original consideration of your request.
