Minutes for Board Meeting

Response to this request is long overdue. By law, under all circumstances, Agri-food and Biosciences Institute (Northern Ireland) should have responded by now (details). You can complain by requesting an internal review.

Dear Agri-food and Biosciences Institute (Northern Ireland)
This is a request under the terms of the Freedom of Information Act
Minutes of the Board Meeting held on 5th January 2017, record that a Closed Session with the CEO & Non-Executive Board members took place at the end of the meeting.
Were Minutes taken for this Closed Session?
If Minutes were recorded, why have they not been published?
If Minutes were not recorded, why not? AFBI is a Non Departmental Public Body, subject to public scrutiny.

Dear AFBI FOI Officer,

I acknowledge receipt of your reply to my request.

I have obtained a copy of AFBI Standing Orders and note Section 2.7.5 which was referenced in your reply.

I remind AFBI FOI officer that AFBI Standing Orders also contains Section 2.14(3) - Confidentiality is, in all the circumstances, incompatible with any right of access to information conferred by the Freedom of Information Act 2000.

I resubmit my request for information regarding the Closed Board Meeting held on 6th October 2016. My questions are;

1. What time did this Meeting start?
2. What time did this Meeting end?
3. Who attended this Meeting? And in what capacity did they attend?
4. What fees were paid to those who attended this Meeting?
5. What expenses were paid to those who attended this Meeting?
6. What criteria does AFBI apply to determine Minutes of a Board Meeting should not be published?
7. What business does AFBI engage in that requires Board Meetings to be Closed Meetings?
8. What business is AFBI engaged in that results in suppression of FOI requests?
Yours faithfully
Mary
