attendance list, of the meetings of the Parking
Enforcement Officers Board meeting from January 2011 including the three meetings
prior to and including the Board meeting on 26th March 2012 if this
is not within the Board meetings requested above. Some of these minutes was previously requested in 2014 and should have been responded to.

I am writing to request an internal review of Nottinghamshire County Council's handling of my FOI request 'Minutes of meetings of the Parking Enforcement Officers Board'.

Despite the minutes being available as circulated electronic documents to the public authorities represented on the Board, I am asking the review to see why the response was delayed beyond the legal time limit - and my having to remind officers of the requirement to provide the information. The minutes are already circulated and should be readily available without having to press for timely release.

Request for a Review: Ref NCC-019670-15 and NCC-019671-15

 

I refer to your request for a review of the way we processed your two
requests for information.  I am the senior practitioner in the Complaints
and Information Team with responsibility for managing the process for
dealing with requests for information and I have carried out the review.

 

Firstly, I would like to apologise to you for the fact that both responses
were overdue by 1 day and 3 days respectively.  I would like to assure you
that we endeavour to respond to all requests as quickly as we can and
within the 20 working days statutory limit and I think this is reflected
in our 87% compliance rate.  The ICO expects authorities to respond to 85%
of all requests within the statutory limit.

 

I have reviewed the case records and I can see that your requests were
received by the Customer Service Centre on the 1 February at 7.30 pm and
7.35 pm.  They were forwarded to the Complaints and Information Team on 2
February at 17.51  which means that they were picked up by the team on 3
February.  Unfortunately, the receipt date was incorrectly logged on our
case management system as 3 February rather than the 1 February and this
produced an incorrect deadline date of 2 March.  I have reminded the
officers concerned to be vigilant when recording the date a request was
received by the authority.

 

Even allowing for this, one of your requests was still overdue.

 

I have looked at the activity on the case record and I can see that the
case officer dealt with the request promptly and issued timely reminders. 
However, officers across the authority often have competing demands on
their time and deadlines can sometimes be missed. 

 

I trust you will accept my assurances that we take our responsibilities
under the Act seriously and strive to respond to requests in a timely
manner.  I hope the short delay in responding to your requests did not
cause you too much inconvenience.
