Dear Merton Borough Council,

Regarding the "Merton Covid Transport Strategy 7 May 2020" and its appendix "appx 1 Covid 19_Temporary Traffic Measures_List of Scheme Proposals" both published on 7th May 2020 at https://www.merton.gov.uk/streets-parkin....

a) For each of the schemes identified in Annex A - which were suggested by each of the following as identified in the document - officers, councillors, business organisations or residents?

b) Which business organisations have contributed to the development of the proposals and which schemes have they proposed?

c) Provide details of proposals considered and rejected for inclusion in Annex A and the assessment criteria used in this process

d) Provide the evaluation criteria used in determining whether schemes in Annex A received an "Evaluation Pass"

e) Provide the full assessment of the impact of the proposals on the Council's Business Plan priority to address inequalities between the east and west of the Borough

f) Provide details of which of the schemes in Annex A requires the explicit approval of Transport for London before it can be implemented

g) Provide details of where and how Merton Council has invited suggestions for inclusion in the document

h) Provide a copy of the Equality Impact Assessment for the proposals

i) Provide a copy of Annex A with all rows and columns completed

Our Response

The document referenced in the link dated 7^th May was a consultation
draft and it has been superseded by the one adopted by Cabinet on 15 June;
following input from our public consultation. I’d also like to thank you
and the Mitcham Society for the representations made.  I would also like
to apologise for the lateness of this response. This was due to competing
priorities in the team in relation to the covid-19 transport projects and
securing external investment for Merton and our residents at this time.

 

 

a) For each of the schemes identified in Annex A - which were suggested by
each of the following as identified in the document - officers,
councillors, business organisations or residents. 

  

Schemes listed in Annex A were developed initially by officers, as a
starting point. The list of potential schemes was updated in the 15^th
June version. Details are in the consultation section of the Cabinet

b) Which business organisations have contributed to the development of the
proposals and which schemes have they proposed? 

  

As part of the Council’s consultation we have engaged all of Merton’s
Business Improvement Districts and the Merton Chamber of Commerce as
umbrella organisations for businesses.  This was in relation to pavement
widening / queuing.
Meetings were also held with Centre Court Shopping Centre and Elys to
discuss social distancing / co-ordination of queuing in Wimbedon. 

 

 

c) Provide details of proposals considered and rejected for inclusion in
Annex A and the assessment criteria used in this process 

  

Annex A was a working document started by officers to track potential
schemes. 

This was superseded in the consultation period. The Council received over
100 representations with over 350 individual suggestions. To complete
Annex A as originally intended for 350 suggestions would have been too
onerous and time consuming; compromising the team’s ability to submit
funding bids to TFL in time. 

 

The long list of suggestions (with duplicates removed) is available in
Appendix D of the Cabinet report of 15 June.

The evaluation criteria for Annex A was superseded as TFL guidance was
published / added too as the project progressed. The criteria for TFL
Streetspace funding bids can be viewed online

All schemes require approval of TFL as the funder of the projects.  

Additional approvals would be required for schemes that affect bus routes,
journey times or traffic signal phasing. We sought to avoid this to ensure
schemes could be delivered effectively and without delay. 

 

g) Provide details of where and how Merton Council has invited suggestions
for inclusion in the document
