Merseyflow pay as you go balances

Dear Halton Borough Council,

The Merseyflow top up account requires you to keep a mandatory £20-30 on account i.e. must top up £10 when balance gets to £20. For very infrequent users of the Merseytoll this seems somewhat unfair. Please advise whether this money appears on your balance sheet as client funds, and if not how this money is treated for accounting purposes. I would also like clarification on whether you earn any form of interest on such funds.
