Finance.FOI Requests, University College London

Dear Ms Bednarova,

Apologies for the delay in responding to your request for information.

We have completed the compilation of information in response to your
request.

We can confirm that we do hold some information of the description
specified in your request and where this information is held and is not
exempt, it is provided below.

Your request and our response:

I would like to receive information about the number of your full-time
employees who have (certification or have attended) mental health first
aid training.

Please note that there is no single repository for this information. Some
training is arranged locally by departments and some training is arranged
in collaboration with third party organisations.

Please see below for the data we have collated centrally on our HR
reporting system for the previous three years:

2015 2015 2016 2016 2017 2017 2018
Mental Mental Mental Mental Mental Supporting Supporting
Health Health Health Health Health Mental Mental
First First First First First Health Health

Administration/Managerial 25 7 7 41 28 <5 10

NHS Related       <5
Researchers <5     <5 <5   <5
Teachers & TAs <5     <5 <5   <5
Technicians <5     <5 <5 <5 <5

Please note that we only have the above data up until the 2018 calendar
year and we are unable to breakdown the above data between pastoral and
non-pastoral staff. We have however, categorised the data by staff
category.

Please further note that there may be a backlog of data waiting to be
uploaded to our HR system.

Please see below for the data collated by our Occupational Health team:

135 people trained in 2-day Mental Health First Aider training.

109 people in 1-day Mental Health for Higher Education.

116 people trained in 1/2 day Mental Health Awareness training.

As you can see, exact counts totalling five or less have been withheld
because these are personal data of third parties or, if linked with other
personal identifiers in the public domain, would be likely to become
personal data. This information has been withheld under section 40(2) of
the FOIA by virtue of s40 (3)(a)(i).

Section 40(2) of the FOIA allows a public authority to withhold
information under the FOIA where (i) the requested information is
personal  data relating to someone other than the requester and (ii) its
disclosure  would breach any of the data protection principles. In this
case we  believe that the requested information could relate to and
identify  individuals and would be considered as their personal data. The
disclosure  of this personal data would not be within the reasonable
expectations of the individuals concerned and it would be unfair to do so;
this therefore breaches the first data protection principle.

It is for these reasons that this information is exempt under section
40(2) of the Act.

As the section 40(2) exemption is an absolute one, there is no need to
conduct a public interest test.

I would like to also kindly ask for the total number of students attending
your university at the moment.

The above information is exempt from disclosure due to Section 21, which
states:

“(1)Information which is reasonably accessible to the applicant otherwise
than under Section 1 is exempt information.”

This information is available on the following webpage:

You are free to use any information supplied for your own use, including
for non-commercial research purposes. The information may also be used for
the purposes of news reporting. However, any other type of re-use, for
example by publishing or issuing copies to the public, will require the
permission of the copyright owner.

If you are unhappy with our response to your request and wish to make a
complaint or request a review of our decision, please email
[2][email address]. Emails should include the words ‘Internal
Review’ in the subject and be marked For the Attention of the Vice Provost
Operations, alternatively you should write to:

Please note, complaints and requests for internal review received more

You should do this within two months of our final decision.
