We would like to acknowledge that we have received your email. The
University’s working arrangements are affected by the Coronavirus outbreak
but we will respond to your enquiry as soon as possible.

Information requests (freedom of information requests, environmental
information requests, data subject rights requests)

While we will make all efforts to respond to requests promptly, please be
aware that in some cases unfortunately we will not be able to respond
within statutory timescales. The [1]Scottish Information Commissioner’s
Office and the [2]Information Commissioner’s Office have both issued
statements about requests during the Covid-19 pandemic which you may find
helpful.

Please note that if you have only provided your first (or given) name in
the body of your email your request will not be valid.  To ensure your
request is valid and that the University is obliged to answer it, you must
provide your real name.  If you are making the request on behalf of
someone else you must provide their real name.  The Office of
the [3]Scottish Information Commissioner's guidance on this point explains
that if you do not provide your real name or the name of the person on
whose behalf you are making the request, you will lose your right to
appeal to the Commissioner should you be unhappy with the handling of your
request. The guidance also explains what constitutes a real name for the
purposes of making a request valid. Please refer to the guidance for
further details.

[4]The University of Edinburgh's request privacy notice, which describes
how we use the information you have supplied about yourself and your
request, is published on the University website.

MVM Undergraduate, University of Edinburgh

Dear Lola

Thank you for your email.  Please accept the Enquiry Management Teams
apologies for the delay to your response. The University’s working
practices are currently affected by the Covid-19 pandemic.

The University of Edinburgh Medical School is renowned for preparing its
students to be world class doctors. The MBChB programme curriculum aims to
ensure that our graduates are caring, competent, confident and reflective
practitioners, and are able to function at the highest level in academic,
hospital or community settings. Further information about the MBChB
([1]https://www.ed.ac.uk/medicine-vet-medici...)
is published on the website.

MEDICINE ADMISSIONS

For the 2021 cycle

The University holds the information you requested for the current
admissions cycle. However, I cannot supply you with it at present. This is
because its disclosure would be likely to prejudice substantially the
University’s commercial interests. The Freedom of Information (Scotland)
Act 2002 does not require us to provide this sort of information as it is
exempt under section 33(1)(b).

This exemption is subject to the public interest test. The University
acknowledges the public interest in openness and transparency,
particularly in relation to its admissions processes. However, the
University operates in a competitive environment and the public interest
is also served by enabling higher education institutions to withhold
information that could damage their ability to compete fairly with one
another. The Universities and Colleges Admissions Service (UCAS) cycle was
not complete on the date of your request and applicants had yet to reply
to offers made by the University. If the University disclosed now this
level of detailed admissions data, it could be used by other institutions
to alter their recruitment behaviour in ways that would influence the
outcome of the current admissions cycle. Therefore, in this case, the
University considers the public interest in withholding this information
outweighs the public interest in disclosure.

We will be able to supply you with the data you request for 2021 entry in
early/mid October 2021.  Please contact us then if you still require this
information.

For 2020 cycle

Lowest UCAT

Please be aware that we cannot disclose information from which individuals
could be identified, [such as individual grades and scores that they
achieved], as this would breach the data protection principles under data
protection law.  The Freedom of Information (Scotland) Act 2002 does not
require us to provide this sort of information as it is exempt under
section 38(1)(b).

Under FOISA it does not matter who makes the request, if we disclose
information to one person we are expected to disclose it to all.  While
you may not be able to identify individuals from the information you have
requested, others, for example students and staff within the Medical
School, may be able to do so.

We can however point you towards information covering the entire cohort in
terms of minimum/maximum/average UCAT scores for
application/interview/offer/placed  (not split into fee status groups)
which is available on our webpages here:
[2]https://www.ed.ac.uk/files/atoms/files/m...
We can also clarify that overseas applicants are not split into ‘regions’
but are all considered together.

Average UCAT

To produce this information we would have to individually record every
individual UCAT score across each of the fee status groups for each stage
of the process requested in order to calculate an average score at each
stage.  This would involve researching approximately 2582 applications in
total. Doing so would cost significantly more than £100, the limit over
which the University is able to charge a fee for responding to requests.
The level of the fee is set by legislation, and is set at 10% of any cost
over £100, to a maximum of £50. Please let me know if you would like this
charge to be calculated. The basis on which we calculate the cost of
responding to freedom of information requests is set out in the freedom of
information charging information
([3]https://www.ed.ac.uk/records-management/...)
on our website.

We do however produce statistics for the overall cohort (including all fee
status groups taken together) and a link to this information is given here
again:
[4]https://www.ed.ac.uk/medicine-vet-medici...

Admissions Data for 2020 Entry

In terms of the number of places available for each fee status group
please see the table below:

Fee Status No of places available
Scottish/EU (SEU) 131 (plus an additional 10 places available to those
living in the lowest in the Scottish Index of Multiple
Deprivation areas)
Rest of the UK 59
Overseas 17

Please note: Graduate applicants are in competition with school leavers
and other applicants for our limited places available within each fee
category.  We  therefore do not have a set number of places that are
specifically set aside for graduates.  You will find most of the
information you are requesting in terms of numbers of applications;
invitations to interviews and offers made, all per fee status; on our
webpages here:
[5]https://www.ed.ac.uk/files/atoms/files/m...

There is information on graduate applicants on this webpage also but it
does not break down these numbers per fee status.  If you do require this
information we would have to individually research each of the 322
applications from the graduates in order to record their fee status and
make note of each stage reached.  Doing so would cost more than £100, the
limit over which the University is able to charge a fee for responding to
requests.  The level of the fee is set by legislation, and is set at 10%
of any cost over £100, to a maximum of £50. Please let me know if you
would like this charge to be calculated. The basis on which we calculate
the cost of responding to freedom of information requests is set out in
the freedom of information charging information
([6]https://www.ed.ac.uk/records-management/...)
on our website.

Technical exemption

Where I have provided links directly to our webpages; please note that as
this information is available to you through the University website, it is
technically exempt from the University’s obligation to answer requests for
information under the Freedom of Information (Scotland) Act 2002. The
information is exempt under section 25(1) of this Act, because it is
available to you by another route. This exemption is a technical matter
only and does not affect your ability to obtain the information on-line.
If you do not have access to the Internet or would prefer to receive
information in hard copy please let me know and I will arrange for
printouts from the appropriate web pages to be sent to you.

Right to review

If you are dissatisfied with this response, you may ask the University to
conduct a review of this decision by contacting  the University's Records
Management Section ([7]www.ed.ac.uk/records-

management/about/contact) in writing (e.g. by letter or email) or in some
other recorded form (e.g. audio or video tape).  You should describe the
original request, explain your grounds for dissatisfaction, and include an
address for correspondence.  You have 40 working days from receipt of this
letter to submit a review request.  When the review process has been
completed, if you are still dissatisfied, you may use the Scottish
Information Commissioner’s guidance on making an appeal
([8]http://www.itspublicknowledge.info/YourR...)
to make an appeal to the Commissioner.  If you do not have access to the
Internet, please let me know and I will provide a copy of the relevant web
pages.

Privacy notice for information request applicants

The University of Edinburgh's request privacy notice
([9]https://www.ed.ac.uk/records-management/...),
which describes how we use the information you have supplied about
yourself and your request, is published on the University website.
