Freedom of Information, University of York

Dear  Sarthak Jain
Thank you for your request for information from the University of York.
Please see our response below.

Under the Freedom of Information act, could you please provide me with the
following:

1.      Average ukcat score for international applicants(Non-EU overseas)
that were called for interview for past five years

The University confirms that it holds the information you have requested.
However, the University declines release under section 43 (2) of the
Freedom of Information Act, 2000 (FoIA). **See Note 2 below for further
information.

2.      average ukcat score for international(Non –Eu overseas) applicants
that were given offer for past five years

The University confirms that it holds the information you have requested.
However, the University declines release under section 43 (2) of the
Freedom of Information Act, 2000 (FoIA). **See Note 2 below for further
information.

3.      Weightage of ukcat , GCSE performance and personal statement for
shortlisting of interview(non Eu overseas applicants).

The weighting of listing for interview is as follows:

UKCAT SJT band – up to 15 points

UKCAT Decile – up to 40 points

Top 8 GCSE scores – up to 30 points

Personal statement – read, but not scored

4.      Weightage of ukcat , GCSE performance, personal statement and
interview performance for offer(non EU overseas applicants).

The weighting of listing for offer is as follows:

UKCAT SJT Band – up to 20 points

Interview performance – up to 80 points

Top 8 GCSE points – not scored

Personal statement – not scored

5.      Are applicants with a higher situational judgment band score at an
advantage during shortlisting or to distinguish between equal candidates?

We do not release exact details of our scoring system, on the grounds of
commercial sensitivity (See Note 2 below), but we do differentiate
between the different bands in scoring for both interview selection and
offer selection.

6. How many applicants with less than 9 GCSE subjects were given offers?

Our entry requirement is for 8 GCSEs at A*-C. We do not record whether or
not an applicant exceeds this requirement.

To the extent that this data could be obtained from individual application
forms, compliance with your request would exceed the appropriate costs
limit under section 12 (1) of the Freedom of information Act 2000. *See
NOTE 1 below for further details.

7. How many seats were there for non EU overseas candidates in the last
five years?

2018 – 11

2017 – 11

2016 – 11

2015 – 11

2014 – 11

8. How many offers were given to non EU overseas candidates in the last
five years?

2018 – 37

2017 – 25

2016 – 27

2015 – 30

2014 – 20

9. What is the country wise distribution for candidates given offer (non
EU overseas international)?

We do not maintain a record of this information.

To the extent that this data could be obtained from individual application
forms, compliance with your request would exceed the appropriate costs
limit under section 12 (1) of the Freedom of information Act 2000. *See
NOTE 1 below for further details.

10. What is the average number of A* at GCSE level for international non
EU overseas applicants that were shortlisted for interview in the last
five years?

We do not record this data, but instead collect the overall points score
awarded for GCSEs.

To the extent that this data could be obtained from individual application
forms, compliance with your request would exceed the appropriate costs
limit under section 12 (1) of the Freedom of information Act 2000. *See
NOTE 1 below for further details.

*NOTE 1: I can confirm that the University holds some of the information
you requested. However we estimate that compliance with your request would
exceed the appropriate costs limit under section 12 (1) of the Freedom of
information Act 2000. The ‘appropriate limit’ is currently £450 for
universities, as defined by the Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004. This letter accordingly
acts as a refusal notice in respect of the information sought.

The requested information is not held in a collated form but is only
available from individual application forms all of which would need to be
reviewed to obtain the detail required (running into thousands of forms,
if still held). It is estimated that the time taken to determine whether
the information is held, locate the information, retrieve the information,
and extract it, exceeds the costs limit of £450 (equivalent to 18 person
hours of work).

**NOTE 2: The University confirms that it holds the information you have
requested. However, the University declines to release specific and
granular elements of its admissions data under section 43 (2) of the
Freedom of Information Act, 2000 (FoIA). Section 43 (2) of the FoIA
exempts information from release where its disclosure under the Act would,
or would be likely to, prejudice substantially the commercial interests of
any person or public authority. As section 43 (2) is a qualified
exemption, the University has conducted a public interest test and has
concluded that release of this data would prejudice the University's
commercial interests.

The University recognises that there can be a public interest in
understanding student recruitment patterns, trends and procedures.
However, release of the requested information would significantly weaken
our current position by allowing competitors to better understand our
recruitment strategies and adapt their own plans accordingly.
Consequently, the University's position in this competitive market would
be undermined as competitors would be able to tailor their own admissions'
strategies to the disadvantage of HYMS, and making it more difficult to
recruit the best candidates available.

Disclosure of the information would also give an applicant an unfair
competitive advantage over other applicants, or could have the effect of
dissuading suitable candidates from applying. This would have a
detrimental impact on HYMS’ selection process, which is intended to select
applicants based on their demonstrated ability, academic and non-academic
qualities and qualifications, and general commitment to excellent health
care practice.

In accordance with the provisions of section 17(4) of the Freedom of
Information Act this letter acts as a Refusal Notice in respect of the
information withheld under section 12(1) and 43(2) above.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted in writing to the Information Governance Officer
at [1][University of York request email] , detailing your grounds for appeal/complaint. A full
copy of our review procedure can be found
at [2]http://www.york.ac.uk/records-management...

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information
Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9
5AF.

Freedom of Information, University of York

Dear Sarthak
Thank you for your email. Your request appears to be for the same
information as your original question 1 but for a shorter time frame. As
the question was refused under s.43(2) of the FoIA, for Commercial
Interests, the response would be the same, as that detailed in Note 2 of
the response to the original request below.
If I have misunderstood your new request please let me know.
Kind regards
Graham Hughes
