Media Appearances of Law Enforcement Agencies

Dan Coelho made this Freedom of Information request to York Minster Police
This authority is not subject to FOI law, so is not legally obliged to respond (details).
This request has been closed to new correspondence. Contact us if you think it should be reopened.

York Minster Police did not have the information requested.

I am writing to request information on media appearances by York Minster Police (and preceding agencies) in a documentary style, such as but not limited to ‘Road Wars’, ‘Police Interceptors’, ‘Brit Cops’ etc, where a camera person(s) is deployed with police officers and are followed throughout their tour of duty. This is for the time period 2003 to present.

I would like to know;
Name of production
Production Company
Policing Unit(s)/Investigation(s)/Operation(s) followed
Status of Unit (active/disbanded/reformed/reorganized)

I would also like to know the current stance on 2021 (ignoring COVID-19) for these types of shows to be filmed with York Minster Police - are they encouraged? If encouraged, are you actively engaged in filming currently, and if so, what production? If not encouraged or banned, is there reasoning behind this, for example a negative experience/portrayal previously?

On a similar line, police forces used to sell dashcam footage as ‘filler’ in these documentary shows, between their own self shot material. Does York Minster Police sell dashcam, or otherwise make them available?

Dear York Minster Police,

Please provide an update ASAP, as this is well over the 20 days now and the request is long overdue.

Please do not take the fact that it has not been chased as reason not to action it, I have left a larger period of time as I understand the impact COVID-19 has had on team working, information gathering and collaboration.

I look forward to your prompt response.

Yours faithfully,

Dan Coelho

Dear Mr Coelho,

Thank you for your request for information regarding the above, which has
been passed to me for attention and reply. Please note that this
organisation does not respond to FOI requests, as the Freedom of
Information Act 2000 (“the Act”) does not apply to us. This is because:

(1) neither York Minster nor the Minster’s governing body (the Chapter of
York) is a “public authority” as defined by Schedule 1 of the Act, and

(2) with reference to Schedule 1 Paragraph 64 of the Act, this is not an
organisation that “by virtue of any enactment has the function of
nominating individuals who may be appointed as Special Constables”. York
Minster’s Cathedral Constables are nominated for appointment on a common
law, not a statutory, basis.

“York Minster Police” is simply the name that we use for York Minster’s
in-house security team – it is not a police force, nor is it a part of the
national policing service. The police force that is responsible for the
investigation of all crime and for responding to all 101/999 Police calls
in all parts of the City of York is North Yorkshire Police.

The York Minster Police team is employed by the Chapter of York to provide
a security service within York Minster and property owned by Chapter in
the adjacent Minster Precinct – which it does by agreement with, and
subject to the primacy of, North Yorkshire Police. North Yorkshire Police
retains full statutory authority and responsibility for maintaining a
policing service throughout the whole of the City of York, including all
parts of the Minster Precinct.

I hope that this clarification is helpful to you.

Regards,

Andy Oates
