NHSBSA and Department of Health and Social Care (DHSC) communicate on a
regular basis regarding the England Infected Bloods Support Scheme, the
purpose of those communications are for NHSBSA to provide information to
DHSC, so DHSC can make informed decisions.
Section 40(2) – Personal Data
Please be aware that I have decided not to release details of all
staff/beneficiaries as this information falls under the exemption in
section 40 subsections 2 and 3 (a) of the Freedom of Information Act.
This is because it would breach the first data protection principle as:
a) It is not fair to disclose these people’s personal details to the
world and is likely to cause damage or distress to staff/beneficiaries
b) These details are not of sufficient interest to the public to warrant
an intrusion into the privacy of those staff/beneficiaries.
As well as names, e-mail addresses, job titles and phone numbers, any
reference by staff to their personal lives or references to
beneficiaries/their payments have also been redacted.
Annex A attached sets out the exemption in full.
Redactions made in the attached are all under the above exemption, unless
otherwise annotated. Annotated redactions are as follows, which do not
apply to withheld data:
1. Redacted as the information is out of scope, namely correspondence
exchanged between departments other than EIBSS staff and DHSC.
2. As a time saving method, e-mails within a trail which appear in other
documents have been completely redacted and annotated as such.
Redacting staff details is a time consuming exercise and therefore any
repeat e-mails were simply redacted in their entirety, to save time
3. Low numbers within total tables or where the information has been at
individual beneficiary level have been withheld. This is because from
this information and information already known by other beneficiaries
and in the public domain those individuals are likely to be
identified. Where this is the case we have included the withheld
information in the totals provided.
