Major Scheme Business Cases for "Saughall Massie Link Road - New walking cycling Infrastructure (Golf Resort)" and "Saughall Massie Road - Infrastructure Upgrade"

Dear Liverpool City Region Combined Authority,

In 2016, Wirral Metropolitan Borough Council requested funds from the Liverpool City Region Combined Authority's Sustainable Transport Enhancements Package (STEP).

It applied for £825,000 for "Saughall Massie Link Road - New walking cycling Infrastructure (Golf Resort)" and £825,000 for "Saughall Massie Road - Infrastructure Upgrade".

This is an information request made for the "Major Scheme Business Case" for both projects which was produced for Wirral Council by Amey OW Limited.

I would also like to request any Investment Committee and/or Investment Panel minutes that relate directly to recommendations made about the two projects above.

Due to the nature of what is in the Major Scheme Business Cases, I consider this to be a request under the Environmental Information Regulations 2004 as some of what is in the business cases and minutes will be "environmental information" as defined by reg 2(1) of the Environmental Information Regulations 2004.

With regards to regulation 6 (1) of the Environmental Information Regulations 2004, I am requesting that the information be supplied in an electronic format such as a PDF file.

If this is not possible, I am happy to accept a hard copy through the post (if this is the case please inform me and I will supply an address).

Thank you for your recent request, which has been processed under the Environmental Information Regulations.

The Combined Authority can confirm that it does not hold the information you have requested.

Approved Sustainable Transport Enhancements Package projects were put forward as part of a single Major Scheme Business Case (MSBC), which can be viewed on Merseytravel’s website (http://www.merseytravel.gov.uk/about-us/...). The individual projects did not each have their own MSBC.

As neither scheme referred to in your request progressed through the first stage of the process (for reasons outlined in the STEP Options Assessment Report: Phase II https://www.merseytravel.gov.uk/about-us...), they were not included in the MSBC.

By way of background to the second element of your request, there was no requirement for STEP schemes to go through the Investment Panel or the Investment Committee as this is part of the later Single Investment Fund (SIF) process, which commenced in the autumn of 2016. The process was instead governed by the LGF1 Assurance Framework process - http://liverpoolcityregion-ca.gov.uk/upl....

I can confirm that an unsuccessful Pre-Feasibility Funding application was made to the SIF in respect of two related schemes, ‘Saughall Massie Link Road – New Infrastructure (Golf Resort)’ and ‘Saughall Massie Road – Infrastructure Upgrade’. The Combined Authority does hold recorded information in relation to this application, should you wish to make a further request.
