In 2016 the Council disposed of a large parcel of land on Vauxhall Road to M V Canal, a company linked to Councillor Abdul Qadir. The leasehold title number for this land is MS400910 and relates to LCC’s freehold interest title number MS634734. The land is commonly referred to as 285-289 Vauxhall Road.
Based on this please provide the following information;
1. The DAR report for this disposal?
2. A copy of the external valuation report?
3. A copy of the lease agreement?
4. All emails between between Jeanette McLoughlin and M V Canal over the above land?
5. All emails between Emma Linney (Planning Enforcement/ S106 officer) and 'Abdul-Basit Qadir'?

The basis under which this review is undertaken is that the Council has
not provided a timely response.
We agree with your assessment and therefore uphold your request for review
insofar as a response has been unacceptably delayed. We apologise for any
inconvenience caused by this. In relation to the specifics of this
request, our responses are as follows -
1. A copy of the delegated authority report for this disposal is attached.
Limited redactions have been applied under s.40(2) FOIA in relation to the
names or identities of third parties and/or officers who are not at a
level of seniority to which their names would routinely be expected to be
disclosed.
2. The Council does not hold an external valuation report relating to your
request.
3. The lease granted was for a duration of 999 years which is classed as a
registrable interest. Registrable interests are required to be submitted
to and recorded at HM Land Registry.
As records held by HM Land Registry are publicly accessible, then in
accordance with our duty to provide advice, assistance, and guidance we
would refer you to their website and search facilities at:

4. In relation to this element of your request, the Council has completed
a full review to identify whether any relevant records are held by the
