Dear Highways Agency,

I am writing to request information on the following:
1) Why the traffic lights on the M62 Junction 11 (Eastbound) slip road have been turned on - including all emails, memos and reports written that resulted in this decision.
2) The cost of installing these traffic lights and monitoring the times they should be "on" and "off".
3) What benefits these traffic lights give - ie, what reports have been written that justify the presence of these lights and why they are currently "on".
4) What consultation was undertaken that resulted in these lights being turned "on" and what consultation is currently being undertaken to measure the benefits of having these lights "on".
5) When we might expect for these lights to be turned "off" as they have been previously.
