M4 Eastbound J19-20 Variable Speed Limit

I am making a freedom of information request and am hoping you can provide me with the information of the speed limit displayed at the following time and location:
- 29th May 2022 at 15:40
- M4 J20-J19 Eastbound
- UK South Glos
I am aware that data held is not 100% accurate but would appreciate the data that you hold for this particular event.

Thank you for your email of 8 June 2022 asking for the speed limit
displayed on the M4 between junctions 20 & 19 on the 29 May 2022 at 15:40.
We've not dealt with your request under the Freedom of Information Act as
this information is readily available to the general public.
Please see the attached. 60mph was set across the link due to the hard
shoulder being opened to traffic. This opening process started at 14:32.
The attached report was run for all data from 14:00 until 15:45 and
indicates there were no further changes to the speed restrictions after
the hard shoulder was opened. In the absence of any incidents, and
assuming the link was coping with traffic volumes this would be correct.
We understand you’re already aware that there are some limitations around
the quality of data our operational reporting provides. We do still need
to highlight that our database is not certified or calibrated to
enforcement standards, and it is not connected to the variable speed
cameras. Our database may contain errors, particularly in the times at
which particular speed limits were recorded, since (unlike the enforcement
cameras) it was not designed to provide 100% accuracy. For these reasons,
our system does not constitute legal proof of what speed limit was
displayed and therefore it cannot be used to contradict or challenge
evidence presented directly from the speed enforcement cameras.
