I ask to be provided information held about incidents reported occurring
between Junction 31 and 32 of the M1 motorway, North and South bound, on
06/04/2021 between 11pm and midnight
Please could you clarify the following point(s): -
‘Incidents’ are recorded on our Incident Management System, a system which
records matters and occurrences generally reported in the first instance
by members of the public. The log runs as a running commentary of an
incident as it unfolds and has limited search capability.
Can you clarify what ‘information’ you are requesting please. For
example, the number of 101 calls received; details of the call – debris,
animals on the road, accident; etc.
Please forward your clarification to South Yorkshire Police, this will
help us locate and identify the data your require. This request will be
‘stopped’ on our database until this has been received.
Once we have received clarification, your request be considered and you
will receive a response within the statutory timescale of 20 working days
as defined by the Act, subject to the information not being exempt or
containing a reference to a third party. In some circumstances South
Yorkshire Police may be unable to achieve this deadline. If this is likely
you will be informed and given a revised time-scale at the earliest
opportunity.
There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make a payment then your request will
remain unanswered.
Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

thank you for your response.
the information relates to debris, collisions, stopped vehicles, damaged vehicles and the like that may have come to your attention as a result of 101 calls, 999, Highway/contractor notification etc.
I am particularly interested in identifying information relating to debris, likely that came from a vehicle and caused damage to another vehicle. In turn this likely caused the damaged vehicle(s) to stop which may in itself have given rise to notification.
Notifications could arise from those directly affected (struck) or those who avoided the debris or whose who witnessed the impact/avoidance or stopped vehicles (in a lane or at the hard shoulder) and potentially details of the culprit(s) have bene supplied.

You have not upheld my appeal yet you have written:
'I have spoken to a Team Leader who works with Motorways Radio and they have confirmed
it doesn’t sound likely that an incident wouldn’t have been created.'
The above, to me, conveys that they would have created an incident.

RESPONSE
I approached the administrator for South Yorkshire Police’s Incident Management System.
The Smart system records the majority of calls to South Yorkshire Police requiring the
specific deployment of police resources, whether reported by members of the public via 999
or 101 or ‘happened upon’ by officers and staff in the course of their duties. The log runs as
a running commentary of an incident as it unfolds.
They have advised that they have checked between the hours and date as requested and
there are no incidents relating to the M1.
Therefore, in this instance our response is one of “No Information Held”.
