Dear Fred,

With reference to your request for information under the Freedom of Information Act, I am writing to inform you that your request has been refused for the following reasons.

Under the Freedom of Information Act, we are able to refuse to answer a request in some circumstances. In this instance, are refusing to process your request because it was considered vexatious. This is because your request forms part of a series or campaign of requests to the School on the subject of President Tsai’s PhD thesis and they are forming a burden on the School, having generated work for at least a dozen staff members. The School has provided a statement on the thesis and responded via the WhatDoTheyKnow website with the basic information relating to the thesis. Each response is generating more requests, in a scattergun approach to obtaining ‘proof’ when we have already stated what information we hold and repeating requests and sending in new requests before we have had a chance to respond to the previous. We know that previous responses have been published on the internet even if not made directly through Freedom of Information legislation. The copy of the thesis is available for inspection at the Library and due to demand has been made available at the following link: http://etheses.lse.ac.uk/3976/1/Tsai__un.... As such, the School has made the information available that is required to support the public interest of another country. We will not be responding to further requests regarding President Tsai’s PhD thesis.

However, should you wish to appeal the decision, you will need to put your appeal in writing to Louise Nadal, School Secretary, London School of Economics and Political Science, Houghton Street, London, WC2A 2AE. We will then review the response to your request and get back to you within 20 working days. You can also contact the Information Commissioner's Office http://www.ico.gov.uk/, though they expect the internal review to be carried out before receiving a complaint directly.
