Dear Ms Jones,

Re: Freedom of Information Act Request ref: LBH/3163714

Thank you for your request for information received on 16 June 2014, in
which you asked for the following information:

·         Release of emails between the council and relevant government
and mayoral departments on the discussions and agreements of Tottenham
Hale and the London housing zone.

My response is as follows:

The Housing Zone initiative was signalled in the Mayor of London’s Draft
Housing Strategy published in November 2013. As part of this process,
Haringey Council has been working to develop a bid for Housing Zone status
and associated resources. This bid is a live competitive bidding process
and no bid has been submitted, nor has the status of Housing Zone been
conferred to any part of the borough (including Tottenham Hale). A Cabinet
Report on submitting a bid to the GLA to designate Tottenham as a Housing
Zone and the borough’s rationale behind doing so, has been prepared and it
is to be considered at July’s Cabinet meeting (15/07/2014). The report
sets out the permissions being requested, and includes in Appendix 2 a
summary of the borough’s proposed bid to the GLA, which excludes
commercially sensitive information.

The Mayor’s Draft Housing Zone Strategy is available here:

The Cabinet Paper including the borough’s draft bid for Housing Zone
status/resource is available here:

Dear O'Brien Peter,

Thank you for this information, which I could have obtained myself from the council website. However, you did not supply the information I specifically requested.

This is now overdue

Please can you "release emails between the council and relevant government and mayoral departments on the discussions and agreements of Tottenham Hale and the London housing zone".

Yours sincerely,

Jane Jones

FOI, Haringey Borough Council

Dear Ms Jones,

Thank you for your email received on 15 July 2014.

Before we respond in full to your email below, it would be helpful if you
could confirm the nature of the information that you are hoping to access.
Your request was very broadly framed, you asked for:

emails between the council and relevant government and mayoral departments
on the discussions and agreements of Tottenham Hale and the London housing
zone

I understand that there is no agreement about Tottenham Hale being a
Housing Zone. The Council is proposing to make a bid for Tottenham Hale to
be granted Housing Zone status, but that has not happened yet. Are you
asking for access to all email communications between Haringey officers
and the GLA about the possibility of Tottenham Hale becoming a Housing
Zone? If there is specific information that you are hoping to access or an
element of this proposal that is of particular interest to you, it might
be helpful if you could tell us.

Yours sincerely,

Dear FOI,

I asked for the following:"Please can you "release emails between the council and relevant government and mayoral departments on the discussions and agreements of Tottenham Hale and the London housing zone".

If as you state, there are no agreements yet, then I presume some discussions have taken place considering the Mayor, Boris Johnson launched the project in Tottenham.

I want to know the discussions which have taken place between the council and the GLA which made such a visit seem viable for this project. I trust the Mayor of London does not turn up with a hard-hat on at any random location to discuss housing zones. So prior discussions must of taken place.

I cannot be anymore specific as this council hardly is clear about it's dealings with public land and development arrangements. So the need for FOIs is how we get accountability.

Yours sincerely,

Jane Jones
