Local Statistics

Response to this request is long overdue. By law, under all circumstances, Warrington Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Warrington Borough Council,

Please may I request the following information:

1.How many elderly people need residential care homes/assisted living/supported living within the Local Authority?
What percentage of those living in elderly residential care homes/assisted living/supported living do you place within the Local Authority area?

2.How many adults with learning disabilities need residential care homes/assisted living/supported living within the Local Authority?
What percentage of those adults with learning disabilities living in residential care homes/ assisted living or supported living do you place within the Local Authority area?

What we mean by residential care home, assisted living, or supported living is the following:
Residential Care Home
Assisted Living - 24 hour supported living (small group living together with 24 hour
support)
Supported Living - Individuals living individually but in a block of apartments, where
there is support available within the block either 24 hours a day, or
during the day (but not overnight)

3. How many adults are homeless within the council?
What percentage of adults are homeless rehoused in supported housing until they are rehoused by the council?

We would require the most up to date statistics of homelessness in your area that fits your criteria for those to be temporarily rehoused for example:
having no accommodation at all
having accommodation that is not reasonable to live in, even in the short-term (eg because of violence or health reasons)

Yours faithfully,

Everton Wynter

Dear Mr Wynter

RE: Freedom of Information Request: 0793

We could do with some clarification about the information requested
please?

Is this a snapshot figure required on a particular date, or is there a
particular period to be looked at?

3. How many adults are homeless within the council? We cannot say how
many adults are homeless (I assume you mean Warrington) as not all would
have approached the council for assistance.

Do you mean everyone who has approached the council for advice and
assistance about housing or homelessness, or just those who have made a
statutory homeless application?

Do you mean all single adults or adults with children or couples?

If you mean those who have made a statutory homeless application, then
this is available on the DCLG Website below.

What percentage of adults are homeless rehoused in supported housing until
they are rehoused by the council?

Do you mean people who have made a statutory homeless application, where
we perhaps use supported housing as temporary accommodation until
permanent housing is allocated?

Or, do you mean people who access supported housing (not all people
accessing supported housing come through the council, or approach the
council for re-housing when they are ready to move on)?

We would require the most up to date statistics of homelessness in your
area that fits your criteria for those to be temporarily rehoused for
example:

having no accommodation at all

having accommodation that is not reasonable to live in, even in the
short-term (e.g. because of violence or health reasons)

All councils publish data on a quarterly basis by the Department for
Communities and Local Government which may assist with the answer to this
question.

20 day deadline will start afresh when we have received your
clarification.

Kind Regards

Dear Mr Wynter

RE: Freedom of Information Request: 0793

We could do with some clarification about the information requested
please?

Is this a snapshot figure required on a particular date, or is there a
particular period to be looked at?

1.How many elderly people need* residential care homes/assisted
living/supported living within the Local Authority**?

*There may be a lot of people who ‘need’ the services but aren’t
necessarily eligible. There could also be many people within the borough
that ‘need’ those services that never approach the council for support (eg
Self Funders) – so, could you check exactly what they mean here please?

** Can we confirm if they mean ‘within the Local Authority boundaries’ or
‘supported by the Local Authority’ as we could supply the latter but not
the former.

These queries are applicable to question 2 also.

3. How many adults are homeless within the council? We cannot say how

2. How many adults with learning disabilities need assisted living within your Local Authority?

3. How many adults with learning disabilities need supported living within the Local Authority?

4. What percentage of those living in adults with learning disabilities residential care homes/assisted living/supported living do you place within the Local Authority area?

5. What percentage of those living in adults with learning disabilities residential care homes/assisted living/supported living do you place outside the Local Authority area?

6. Would it be right to say that it is the council’s preference to place adults with learning disabilties within the borough?

7. Would it be right to say that the existing provisions are adequate for the needs of the adult with learning disabilities within the borough?

8. In respect of adults with learning disabilities, how many of the placements are within private provisions?

9. In respect of adults with learning disabilities, how many of the placements are within the council’s own provisions?

What we mean by residential care home, assisted living, or supported living is the following:
Residential Care Home
Assisted Living - 24 hour supported living (small group living together with 24 hour
support)
Supported Living - Individuals living individually but in a block of apartments, where
there is support available within the block either 24 hours a day, or
during the day (but not overnight)

HOMELESS

1. Would it be right to say that it is the council’s preference to place homeless within the borough?

2. Would it be right to say that the existing provisions are adequate for the needs of the homeless within the borough?

3. In respect of the homeless, how many of the placements are within private provisions?

4. In respect of the homeless, how many of the placements are within the council’s own provisions?

We would require the most up to date statistics of homelessness in your area that fits your criteria for those to be temporarily rehoused for example:
having no accommodation at all
having accommodation that is not reasonable to live in, even in the short-term (eg because of violence or health reasons)
Those who are unintentionally homeless.

Yours faithfully,

Everton Wynter

Dear FOI N&C,

In response to your queries,
We understand there may be clients that self funded, or may not meet you eligibility requirements and therefore we would only want the information that the local authority funds and meets your eligibility criteria.
We need the most up to date statistics from your local authority.
By local authority boundaries we mean do you fund within your local authority boundary or place people (homeless, adults with learning disabilities and older people) from your local authority, outside your local authority boundary?
I hope this gives you the clarification that you need?

Yours sincerely,

Everton Wynter

I suggest selecting "write a reply" again and this time selecting the option to use the main FOI email address for Warrington Borough Council. This should get around the problem.
