2.How many adults with learning disabilities assisted living homes are there within the Local Authority?
What percentage of those adults with learning disabilities living in assisted living homes do you keep within the Local Authority?

3. How many adults are homeless within the Local Authority?
What percentage of adults are homeless rehoused in supported housing until they are rehoused in the Local Authority?

Further to your request for information I write to advise you that your
final question, regarding numbers of homeless persons within the city
council area, has been referred to the council's Housing department;
however you will need to submit your enquiries regarding residential care
homes to Norfolk County Council as this falls within the county council's
remit rather than the city council.

What we mean by residential care home, assisted living, or supported living is the following:
Residential Care Home
Assisted Living - 24 hour supported living (small group living together with 24 hour
support)
Supported Living - Individuals living individually but in a block of apartments, where
there is support available within the block either 24 hours a day, or
during the day (but not overnight)

HOMELESS

1. Would it be right to say that it is the council’s preference to place homeless within the borough?

2. Would it be right to say that the existing provisions are adequate for the needs of the homeless within the borough?

3. In respect of the homeless, how many of the placements are within private provisions?

4. In respect of the homeless, how many of the placements are within the council’s own provisions?

We would require the most up to date statistics of homelessness in your area that fits your criteria for those to be temporarily rehoused for example:
having no accommodation at all
having accommodation that is not reasonable to live in, even in the short-term (eg because of violence or health reasons)
Those who are unintentionally homeless.

Dear Sir

Please find below our response to your Freedom of Information request
regarding homeless numbers.

How many adults are homeless within the Local Authority?

The number of households of single adults that have an active homeless
application to this authority (as per part VII of the Housing Act) and for
whom investigations are currently ongoing is 23.

What percentage of adults are homeless rehoused in supported housing until
they are rehoused in the Local Authority?

Of these, 74% (17) are placed in temporary accommodation with a supported
element while their cases are investigated.  Obviously, not all of these
will ultimately be rehoused in local authority housing as, in line with
the legislation, the council will only rehouse those that it has a duty to
as a result of a successful homelessness application (in accordance with
part VII of the Housing Act). 

Would it be right to say that it is the councilÂ’s preference to place
homeless within the borough?

Yes

Would it be right to say that the existing provisions are adequate for the
needs of the homeless within the borough?

The needs of the homeless and their numbers are subject to change. For the
most part existing provision is adequate.

In respect of the homeless, how many of the placements are within private
provisions?

This changes but is generally a mix of temporary accommodation managed by
supporting agencies and charities and, when necessary, third party
accommodation providers in the private sector. Currently (11.09.17), we
have 17 clients in temporary accommodation managed by supporting agencies
and charities and 24 clients in accommodation sourced through the private
sector. 

In respect of the homeless, how many of the placements are within the
councilÂ’s own provisions?

None
