Local Resilience Forum - Flood prevention plans

Dear London Local Resilience Forum,

Please can you answer the following EIR/FOI request:

BACKGROUND INFORMATION

Local Resilience Forums (LRF) have to manage risk, make plans, and warn the public when emergencies which includes flooding.

The key duty is Section 2(1)(d) of the CCA - the LRF must:
maintain plans for the purpose of ensuring that if an emergency occurs or is likely to occur the person or body is able to perform his or its functions so far as necessary or desirable for the purpose of—
(i) preventing the emergency,
(ii) reducing, controlling or mitigating its effects, or
(iii) taking other action in connection with it,

Furthermore LRF's are required to develop and maintain a multi-agency flood plan.

MY REQUEST

1 - Please can you confirm if you have produced a multi-agency flood plan?
2 - if the answer to question 1 is yes, please can you confirm the date it was published and the date that the plan was last updated.
3 - Please can you provide a copy of the latest multi-agency flood plan and/or any similar and relevant current flood prevention plans produced by the LRF.

Please see below responses to your questions:  

 

1 - Please can you confirm if you have produced a multi-agency flood plan?

In London, Multi Agency Flood Plans are maintained at Local Authority
level, through Borough Resilience Forums. Guidance for developing these
Multi-Agency Flood Plans is provided centrally from DEFRA, supported by
the Environment Agency, to ensure consistent approach.

 

The London Resilience Forum maintains the London Strategic Flood Response
Framework which details the strategic level response to flooding in
London. This Framework also details consistently agreed trigger points for
activation and escalation of response which should be reflected in Borough
Multi-Agency Flood Plans.

 

2 - if the answer to question 1 is yes, please can you confirm the date it
was published and the date that the plan was last updated.

 

Publication dates for each Multi Agency Flood Plan is not information
which we hold, we recommend you refer to the relevant multi agency plan
which is typically available through relevant local authority websites.

The London Strategic Flood Response Framework was last updated and
published in June 2022.

 

3 - Please can you provide a copy of the latest multi-agency flood plan
and/or any similar and relevant current flood prevention plans produced by
the LRF.
