And according to official council mouthpiece Liverpool Express in October 2013:
"Liverpool Futures was established in 2011 and shares in the company were divided between the City Council and Liverpool Chamber of Commerce. Last year, the Chamber agreed to sell part of its shares in the company to City of Liverpool College. Now a report to the Mayor’s Cabinet on 25 October is recommending that discussions are entered into with City of Liverpool College to acquire 100% of the shares in Liverpool Futures – a new way of operating to take account of changes in national apprenticeship policy and funding since Liverpool Futures was established." The recommendation was approved.
Elaine Bowker was also a Director of Liverpool Futures CIC until Dec. 2013

Case Study 4.1: Liverpool Futures Liverpool Futures is a scheme specifically aimed at 16-19 year olds. This is an Apprenticeship Training Agency set up by the Council, Chamber of Commerce and Community College. Apprenticeship Training Agencies tackle employers’ reluctance to take on the risk of hiring an apprentice. The Agency directly hires the apprentice, and so bears the risk. In return the employer pays the Agency the apprentices’ wages. Liverpool Futures aims to create 1300 apprenticeships over the next three years

This error occurs when the distribution group, security group, or
Microsoft 365 group is configured to accept messages only from
authenticated senders (senders in the same organization or those added to
the group's allowed senders list).

To fix the issue, the recipient's email admin or the group owner must add
the sender's email address to the group's allowed senders list or change
the group's delivery management setting to accept messages from senders
inside and outside of the organization.

Usually this issue can only be fixed by the recipient's email admin or the
group owner.

Ms Bowker did serve as a Director of the Company, from 13 April 2012 to 20
December 2013, with the knowledge of the College, but that involvement did
not make the College a party to the Liverpool Futures Company which
remained ultimately under the control of the Liverpool Chambers of
Commerce. No shares of Liverpool Futures were ever acquired by the
College.
