Littering:
Please could you provide the requested data per year for the last 5 years (2015- 2020)

1. What is the fine cost of a littering Fixed Penalty Notice (FPN)?
2. How many FPNs did you issue for littering?
3. How many FPNs for littering were paid for each year over the last 5 years?
4. How many council complaints have you had for littering?
5. How many employees do you have that litter pick and how has this number changed over the last 5 years?
6. How many journalist inquiries regarding litter picking have you received over the last 5 years?
7. How many staff members were furloughed during 2020 and 2021?

Fly-tipping:
Please could you provide the requested data per year for the last 5 years (2015- 2020)

1. What is the fine cost for a Fly-tipping FPN?
2. How many fly-tipping FPN have you issued for each year over the last 5 years?
3. How much money was collected from FPNs for Fly-tipping each year for the last 5 years?

delay responding to your request, due to relevant team members being away

Littering:

Please could you provide the requested data per year for the last 5 years
(2015- 2020)

 

1. What is the fine cost of a littering Fixed Penalty Notice (FPN)?
 Answer: Please see attached table.
2. How many FPNs did you issue for littering? Answer: Please see attached
table.
3. How many FPNs for littering were paid for each year over the last 5
years? Answer: Please see attached table.

4. How many council complaints have you had for littering? Answer: We’ve
considered this specific question of your request. Due to holding this
type of information in different categories, which does not specifically
distinguish specific littering complaints, we estimate to locate and
extract this precise information would take a team member more than 18hrs
of staff time, exceeding the Section 12 Appropriate costs limits, provided
under the Freedom of Information Act (FOIA) 2000. We are therefore unable
to answer this particular question.

5. How many employees do you have that litter pick and how has this number
changed over the last 5 years? Answer: 23; which has not changed over the
last 5 years.

6. How many journalist inquiries regarding litter picking have you
received over the last 5 years? Answer: We do not hold records
specifically identifying requests from journalists. Most enquires
regarding litter received by the council are processed under the FOIA
regime, and are treated as “motive blind” in accordance with the FOIA 2000
provisions.
7. How many staff members were furloughed during 2020 and 2021? Answer:
None.

Fly-tipping:
Please could you provide the requested data per year for the last 5 years
(2015- 2020)

1. What is the fine cost for a Fly-tipping FPN? Answer: £300, which is
reduced to £200, if the fine is paid within 14 days of receipt.
2. How many fly-tipping FPN have you issued for each year over the last 5
years?

Answer: From the available records held;

o Year: 2000: 8 x FPNs were issued.
o Year: 2019: 6 x FPNs were issued.
o Year: 2018: 4 x FPNs were issued.

 

3. How much money was collected from FPNs for Fly-tipping each year for
the last 5 years?  Answer: Please find relevant held information featured
in the table below:

 

Year Money Collected from FPNs for Fly-tipping
2020 £350. Please note there is also an outstanding invoice of £460.82 for
the cost of clearance, which the council is still awaiting to receive
payment.
2019 £180.
2018 £360.
2017 £0.00.
2016 £0.00.

4. How many reports/complaints on fly-tipping did you receive for the
above time frame? Answer: Due to the way this information is categorised
and recorded by the team, unfortunately it is not possible to locate and
extract this specific data at this present time.
5. What is the cost to the council to rectify fly-tipping offences?
Answer: It costs the Council approximately £126.51 per tonne, to dispose
of Trade Waste at the Hertfordshire County Council site.
