List of USRNs (unique street reference numbers)

The request was partially successful.

Dear Kent County Council and/or Canterbury City Council,

Please provide a list of USRNs (unique street reference numbers) falling within (or partially within) the Canterbury district of Kent. For each, please provide all available metadata such as the geographical coordinates, length, postcodes, street names and/or road numbers, to identify which area each USRN corresponds to.

Yours faithfully,

John Mills

Kent County Council

Dear Mr Mills

Thank you for your request for information which was made under the
Freedom of Information Act (FOIA) 2000. On reflection, Kent County Council
considers your request falls under the scope of the Environmental
Information Regulations 2004, rather than FOIA. I am pleased to provide
the response below:

Please provide a list of USRNs (unique street reference numbers) falling
within (or partially within) the Canterbury district of Kent. For each,
please provide all available metadata such as the geographical
coordinates, length, postcodes, street names and/or road numbers, to
identify which area each USRN corresponds to.

You have requested the following data, all relating to the Canterbury
District area:

 1. List of USRN’s
 2. Street Names and/or Road Numbers
 3. Length of USRN
 4. Coordinates of USRN
 5. Post Codes

Please see responses to each point below:

1/2) USRN’s and Road Names are both published on Kent County Council’s
(KCC) website and updated on a regular basis. This data is held in pdf
format and the link is:
[1]http://www.kent.gov.uk/roads-and-travel/....
For ease of reference, I have attached to this reply a list for Canterbury
District only. The format of the attached is different to that published
as KCC is in the middle of a reformatting exercise following changes to
the data held at a national level.

3) Length of USRN

I have attached the length per USRN used by Highways. However, I would
like to point out that a single USRN may contain length of carriageway and
or length of segregated footways/cycle route. I would therefore suggest
caution is applied in how this data is to be used.

4) Coordinates

Coordinates for locations can be accessed online via
[2]http://www.latlong.net/. With regards to the coordinates held by the
Council, we are informed by GeoPlace (National Address Gazetteer Database
holders) that USRN coordinates are commercially sensitive under Regulation
12(5)(e) of the Environmental Information Regulations 2004 and must not be
issued without a Public Sector Mapping Agreement (PSMA). Without this
agreement Kent County Council would be in violation of the copyright.

5) Post Codes

These relate to an address and are not held by Highways linked to Street
Names. The Local Land and Property Gazetteer Custodian in Canterbury
District Council may be able to assist with this data, especially as they
are the Street Naming Authority and our records only reflect their data.

If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints
process; details can be found at this link
[3]http://www.kent.gov.uk/about-the-council...
on our website. Please quote reference EIR/17/0293.

If you still remain dissatisfied following an internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Environmental Information Regulations 2004. Details of what you need to
do, should you wish to pursue this course of action, are available from
the Information Commissioner’s website [4]http://www.ico.org.uk/concerns.

Yours sincerely
