Thank you for your Freedom of Information request, dated 14 November 2022,
wherein you asked for the following:
Please provide an address list of properties with planning consent of Use
Class C4 – Small HMOs (Houses in Multiple Occupation).
The information is exempt under Section 21 of the Freedom of Information
Act (FOIA), because the information is accessible to you, as it is already
in the public domain.
In order to view any applications where a change of use has been made to
C4 (Small HMOs) you can use our advanced search function on our website
• Go to our webpage [1]Search for an application
• Select the ‘Advanced Search’ tab
• Under ‘Description’ enter C4
When we lodge new applications we always add the Class Use as part of the
description so in using the advanced search on our website you will be
able to see any sites with a C4 use.
The Council operates a presumption of openness in its access to
information. It provides much information outside the provisions of the
Freedom of Information Act and it will continue to do on a “business as
usual” basis. Persons do not need to engage the statutory provisions to
access all reasonable information about the Council and its services.
If, for whatever reason, you are unhappy with our response, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to Head of Legal Services,
Elmbridge Borough Council, Civic Centre, High Street, Esher, Surrey KT10
9SD.
