1. An up to date list of all Sefton Licensed Private Hire Operators. The list should include the company name, the name of the person holding the licence and also the operating address that the licence is issued for.
2. An up to date list of all Sefton Licensed Private Hire Vehicles. This information should include make & model of car, vehicle registration number, PH licence plate number.
3. A list of Private Hire Vehicles who have been granted plate exemption.

Apologies for the delay in replying to this request.
Sefton recently introduced a new computer system so, due to issues with reporting on licences, I have only just received the information requested.
I shall give you a full reply on Monday 22nd February.

Thank you for your Freedom of Information request that we received on
22^nd January 2016.
We do hold the data you have requested but you will note that some
elements have been redacted for single vehicle operators; this is because
this information constitutes ‘personal data’ (i.e. names and part of
addresses of individuals) and is being withheld under the Freedom of
Information Act 2000 (“the Act”). Under the Act, Sefton Council has a
duty to supply any information it holds on request, unless there is an
exemption. It is the Council’s policy only to apply the exemptions where
there is a genuine risk of harm or prejudice.
Section 17 of the Act provides that when refusing a request, Sefton
Council must provide a notice which (a). states that fact, (b). specifies
the exemption in question, and (c). states (if that would not otherwise be
apparent) why the exemption applies.
Personal data is exempt from disclosure under the Freedom of Information
Act 2000 by virtue of Section 40(2). Section 40(2) provides that personal
data can be exempt if it breaches one of the eight Data Protection
principles. In this case, I believe that the disclosure of these names
and full addresses of individuals would be unfair and would breach the
first principle. As such, the application of Section 40(2) can be
justified at this stage. In accordance with the Act, this email
constitutes a Refusal Notice for the redacted parts of your request.

The Freedom of Information Act asks that public authorities must provide
applicants with particulars of how they may complain about the handling of
their request for information should they wish to.
